That... is stretching a bit too far I think.
無血開城 means is a term describing how a fort is been made to surrender unconditionally without any blood being shed.
It is a term to be desrcibe the opponent has been conquered without any sacrifce.
Touma was just teasing her calling her a thick fort that he couldn't conquer after Kumokawa repeatedly refuse to answer him.
But Kumokawa replies back saying when did she had any defense against him, she already had surrondered herself to him long time ago. Just he doesn't remember.
