It is actually more like IS equivalent of nuke, a last-resort/trump card kind of thing. Once revealed, the organization has to go all offensive, there is no stopping.
More suitable for threatening nations into submission than actually firing it.
On the other hand, everybody would probably be panicking when a major city was obliterated, than to realize about that vital information
