It's Reine El-Melloi Archisorte, the head of the Archibald family, where Kayneth came from. She blames Waver for Kayneth's death and basically says that she owns him, from what I got of the dialogue. This also apparently happens in the main Fate/Zero(S/N) storyline as well. Most of the Red masters are supposely being mind-controlled by Shiroe.
