My pet theory is that it depends on the number of interactions between different characters, in that there is only so much you can cut from a dialogue before it stops having any meaning or continuity with the rest, so you can't compress much many short conversations. This is probably the reason why Karen Bee got 7 episodes.
Another theory would be that Shaft wants to maximize the presence of Senjougahara, so the arcs that got more Senjougahara will tend to get more episodes.
