It's franchise veteran Takehito Koyasu. Don't think he's played another character in this show though. It almost seems like it would have to be him as I can't think of any other character that fits the bill of a potential traitor. Everyone else is either from the first generation and clearly established as loyal and against the Veigans (Wolf, Millais, Dique, Madorna etc) or too young and not in a position to make spying worthwhile. Either it's him or some other character that has yet to be introduced is my guess
