From what I could see along the series, Hayato was more worried and conscious about Claire than Emilia, it's just that Hayato never rejected or said no to Emilia. His weak personality made him a puppet and Emilia took full advantage of that.
He was about to do it with Claire in volume 9, but Claire regained herself when Hayato touched her breast while kissing.
That was complete BS. That could have definitely changed the end and now we would be enjoying a ClairexHayatoxEmilia ending.
