You forget that the 3rd also sealed the 1st and 2nd (dunno if it's really the 1st and 2nd's soul or the sound nins used for the sacrifice but he apologiezed to them which made me think that it's actually the 1st and 2nd that he's sealing) but Sarutobi is essentially fighting 2 ninjas and a extra set of arms. He got his work cut out for him.
