I am quite sure that water cannon is even more capable at causing physical harm. A hit on the face can blind you. With high enough pressure it may even damage your bones and internal organs. Second degree burn is a comparably mild injury and the lack of after-effects is nice. I think the biggest potential problem is the trampling of people when they all try to get away.

The other issue is, outside of pirates, what is this for except to be used against US citizens? The US DoD seems to be spending a LOT of money on various "crowd control" devices --- since when is the DoD mandated with "crowd control"?

The non-lethal nature, invisibility, and long range of the beam means it has use both in combat situations and in crowd control. It is very common to see military equipments finding a use by local law enforcements.
