I am quite sure that water cannon is even more capable at causing physical harm. A hit on the face can blind you. With high enough pressure it may even damage your bones and internal organs. Second degree burn is a comparably mild injury and the lack of after-effects is nice. I think the biggest potential problem is the trampling of people when they all try to get away.

The non-lethal nature, invisibility, and long range of the beam means it has use both in combat situations and in crowd control. It is very common to see military equipments finding a use by local law enforcements.
