One of the Four Gods that guard the Imperial Palace have a special move 'Level Drain'. My guess is AC got matched up with it and got hit by the spec attack, and reduced to level 1 =/
(and that she doesn't level up again because if someone ever tries to rescue her (like NN with Ardor Maiden) she'll just be drained back to Lvl1 again)
