Err.... where newer Generation means better model.
3rd Gen IS seems to be better because it use Exotic weapons instead of Soup-up version of Conventional Weapon.
4th Gen appear better than 3rd gen because the IS can optimize all it function to a delicate purpose (without changing equalizer)... It is like having a machine that is still as good as heavily Custom one in spite of still using default setting.
Whenever a new gen IS is introduced, you actually need to introduce new stuff into IS..... A common trait which all IS from that Generation share or would have share.
Each generation of IS bring in their own stuff...
1st Gen: IS frame (because IS has just been introduced and everybody is experimenting with it)
2nd Gen: Equalizer
3rd Gen: Fanciful/exotic weapon (Beam weapons, Blue Tears, Impact cannon... weapons that can be only found in Science-Fiction)
4th Gen: Multi-mode IS (Can be optimized for any situation without changing equalizer).
Edit: Why new stuff with every generation? Blame it on IS's self-evolving system.... Humans are lazy.... Next Gen machine would probably be a little better than the last gen....
IS's version of technological jump: First Pentium Chip to Dual Core.
Human version: Pentium Chip, Pentium chip 2.....etc....then to Dual core.
