I'm thinking about the timeline here. I think the events of Yahiko's death and Nagato's transformation into Pain took place before the events of Kakashi Gaiden. And if that is true, then Danzo (whose younger version was shown in Nagato's flashback) had his right eye wrapped while Obito still had both of his Sharingan eyes intact.
