Actually, I think it's quite common for scripts/screenplays for later episodes to be finalised after the production of the earlier episodes has commenced - I wouldn't be surprised if the 2nd half of PP hasn't been completely written yet. The broad story composition of the series, on the other hand, is probably completed in pre-production.
