It was someone from SS since Ishida as a quincy kills Hollows instead of purifing them, and he was being ordered by Urahara not the SS and he was very busy recently. That one could actually make sense XD
But if it's plot-kai then it had to be Ichigo since he knows this sh't from the inside XD
