Let me put it another way:

The same physics engine used to create the Sonic Adventure games was also used to create Shadow the Hedgehog and Sonic 2006.

It's clear Sega didn't really know how to approach the transition to 3D gaming, which is why they experimented so much with the different modes in the Adventure games. They thought they struck gold with how well the Adventure games did, which is why they tried more of the same level design in Heroes, Shadow, and 2006, but those didn't do so well.

That's why they tried something new with the on-rails style in Secret Rings and Black Knight, but those didn't do so well either. Those failed just the same, so that's when they tried something different again in Unleashed. People liked the 3D Sonic Rush style in the PS360 version of Unleashed, so that's when they finally stuck with something and brought it over to Colors and Generations.
