I wouldn't quite say that. Grief seeds can have more than one use, and thus you can share. Also, if it takes X amount of magic power to kill a witch, then 5 MG's working together can each use X/5 the power needed. And the seed it drops has 2X magic power, which is more than enough to keep them running, especially if they store them up, and dole them out to the MG's whose magical devices are beginning to get too dark. Yes, not every witch drops a seed, but since a seed can have more than one charge, then statistically speaking, there would be enough charges to go around.

Is Kyube deliberately recruiting MG's who are bad at math?

At the least, working together ensures that there is an MG who is available at all times to deal with a witch, and then collect the seed for the good of the group.

Edit: And are they really addicts? Sure, some might be addicted to the power... but what about an MG that decides not to kill witches. She takes a look at her device, sees it is getting dark, and then shrugs and decides not to do it anymore. What happens then? Possibly, their wish might get revoked, but depending on the wish, it might not be that bad. say if Kamijou dumps Sayaka, she could decide, "Fine, you weren't worth the wish in the first place. I'm quitting being a witch; good luck with your hand!"
