Well, Yukana was using the exact same tones in the game, and the game was out almost a year before the first Code Geass series iirc, so I don't think that she's sounding like C.C on purpose. (chronologically speaking it should be C.C that sounds like Tear! XD) On the other side though this show being sponsored by Pizza Hut isn't helping much
