Maximilian, Selveria and the Empire are the antagonists of the show, you don't have to be up to "no good" to be an antagonist, you just have to oppose the protagonist. Kira Yamato for instance in Gundam SEED Destiny was an antagonist for Shinn Asuka... well until he took over being the protagonist in the second half anyway lol.
