Slayers is a very famous comedy where most characters use magic. Also check out Bastard.

It seems obvious but just in case - what about Negima? You have the manga, OVA series and two TV series to choose from, in order of quality.

@ NervZero. Honestly I don't mind whether its romance/magic, action/magic. or drama/magic. But if I had to choose I'd say drama/magic where its psychological or traumatic in some ways but I also don't mind if it's a comedy or if its mixed.

@ everyone thank you for the suggestions.

Try Witch Hunter Robin (2002), whose OP was very obviously inspired by Madonna's lavish bullfighter music video for Take a Bow (1994).

The series itself takes several cues from the La Femme Nikita TV series (1997-2001) (and, to a much lesser extent,
the original 1990 Luc Besson movie Nikita) — particularly in the way Robin's secret organisation operates, and also in
her relationship with Amon, the team leader.
Quote:
In modern-day Japan, magic use has become almost commonplace. A technique called CRAFT is used by those with supernatural ability. Those who use CRAFT for evil purposes are branded as witches and are hunted down by the STNJ, an elite organisation of hunters designed to end the threat to Japan's populace. The STNJ team comprised five hunters: Amon, a brooding, skilled leader; Karasuma, an eager rookie; Michael, a computer expert; Doujima, a slacker; and Sakaki, a hunter with the CRAFT power of scrying. A mysterious sixth member joins the team: a gentle girl named Robin, who, with her amazing fire-wielding ability, brings awe, confusion, and a whole lot of intrigue to the STNJ.

Magical Shopping Arcade Abenobashi...

The title alone should be enuff to pique the interest of the dove hiding in your black hat...

But seriously it's magical, and a damn good roller coaster ride...

One of the most obviouse series is Fairy Tail, almost each character uses different kind of magic.

Then there are Fate/Stay Night
Ichiban Ushiro no Daimaou if I don't mistake was about magician school.
Howl's moving castle
Umineko no Naku Koro ni, quiet brutal series
Negima

I'm going to add my endorsement for Someday's Dreamers. In this story, some people are born magic-casters and attend special academies to develop their skills. In the course of their training the students must come to grips with the moral and ethical problems surrounding when the use of magic is proper and when it is not.

I'll also toss out Mahou Shoujotai Arusu (annoying named "Tweeny Witches" in R1). It's based very loosely on Alice in Wonderland and tells the story of a girl who loves the idea of magic and one day falls into a land where magic is real. Though Arusu ("Alice") thinks magic should be a force for good, she discovers that when people actually can use magic, it can be put to more evil purposes.

+1 for Abenobashi as well. First episode streams free here.

Madoka Magica

Surprised no one else mentioned that yet.

Soul Eater

Others I know of are already listed. Except maybe:

MxO (manga not an anime)

Chrome Shelled Regios (Not really sure if it counts as magical. It has "special ability" users, so it's as close to magic as the espers in Idex).

Seconding Mahou Shoujo Madoka Magica. That show is simply incredible. Also seconding Full Moon o Sagashite and Spirited Away.

I'm not seconding Umineko no Naku Koro ni because Studio DEEN quite literally butchered the story of the sound novels.

I'm recommending Mahou Shoujo Lyrical Nanoha. The second season in particular is awesome. It's been described as magical girl meets Gundam.

Pandora Hearts would also fit, I guess. The first few episodes aren't that good but this is truly a great mystery/fantasy series.

Legend of the legendary heroes is a recent one and had good mage action. The story is a bit rushed in the anime adaption though so it might leave you cold.
