Given that most of the technology used by the current ESF were already present on the GN-X, and that many of the technologies actually have a pre-Gundam tech base for them (the HRL, Union and AEU had rudimentary beam weapons tech even before the Gundams appeared for example), I'd say it's more the Federation's resources rather than VEDA. It's been shown that the Earth is very quick at adapting technologies (see the Advanced GN-X).

this probably has been asked somewhere before.. but does anyone know what those crosshair looking things on the Gundam's guns are and what they're for? they look like they're just there for style.. GN condenser for the gun?

Well, Graham can learn as much from Zengar as possible but will never match his awesomeness ever. Starting from their purpose for wielding the katana, Graham is like a villian compared to Zengar lol

I don't know if it showed them with the beam weapons, but the technology was there. The reason why they didn't use the beam weaponry was because it was unfeasible to waste energy with it, since most mobile suits at the time had limited power sources, up until the ENACT. And then along came the Gundams and their GN-Drives, who didn't have to worry about such limitations... yeah.

Then you have the HG Ali's Enact, which explains that particular design's enlarged headcrest as a larger solar energy reciever to prepare for the inclusion of beam weaponry.
