TL;DR - this volume can be summed up as 'Kinji shacking up with a newly introduced girl that's so much better than all the other love interests so far'. (purely objectively speaking, anyway, I'm not shipping Kinji with this girl TBH)
Continuing on from last volume, Demonic Blade attacks, he's pretty much Kinji expy except with swords as his weapon instead of his fists/body - they both have access to techniques like 'Sakura'. DB also have 'battle precog' in the form of a Mystic Eye in his right socket, able to see a bit into the future to know what his opponent will do in a fight among some other things. Though DB's less experienced in fighting, giving away hints to Kinji that DB can only fight 3 minutes maximum as DB rushes to do things in a hurry. Kinji believes he can take DB if he was in HSS mode.
Kinji's defeated by DB, taking a stomach wound, though DB didn't kill Kinji as non-HSS mode made DB think this Kinji was just a fake. DB told Kinji to pass it on to the real one to quit from the Hong Kong triad and to stop trying to kill him - someone convinced DB that Kinji was out to kill him.
Kinji gets another Death Flag, with DB's precog showing a 100% chance of death for this Kinji.
Kinji gets back to the hotel, with Watson managing to shoot the culprit even though the culprit managed to escape. Jeanne disappeared, with Watson suspicious she was the traitor on their side. Meiya says she's not suspicious of Jeanne - though that's partly because her Luck manipulation requires her to have faith in all her comrades, otherwise it fails.
Kinji and co retreats to a Freemason (or Liberty Mason as the LN called them, I'm not sure what's the correct wording) base, and they met up with Meiya's boss in the area, Charlotte. Charlotte's a Roman Catholic, and her disdain for heretics (and borderline non-believers like the Anglicans, which Watson's friend in the base happens to be) led to Kinji coming to the conclusion no wonder Europe's falling apart, as the allies there can't work together.
(I can't really be bothered commenting on every bit of religion/non-Japan bashing anymore, I'll save it for the more egregious offences)
A meeting is held for debriefing, and Kinji takes it upon himself to manipulate everyone there to believe he was the traitor to draw suspicion away from Jeanne. If Jeanne really was a traitor, she'd be executed by their enemy for failure. If Jeanne wasn't a traitor, her own side would likely kill her without realizing she's innocent. Kinji wants to believe Jeanne's not really the traitor. Through use of staying silent at a few questions he made Charlotte suspicious he's the traitor, and after considering it Kinji is well placed to find out all of their plans.
Kinji dropped the metaphorical bombshell to distract everyone - that Watson is actually a girl, and Kana is really a guy (Meiya admired Kana, and Watson's friend has a crush on Watson) - and the dropped a smoke grenade to escape. Kinji broke the window to make it seem he escaped through there, but instead he ran out the door - something he learned through getting away from Aria when she tried to shoot him multiple times.
During Kinji's escape he found the culprit that attacked their hotel - a girl that had gunshot wounds and was carrying out a operation on herself to remove the bullets without anesthetics, and then sow the wounds up. Kinji recognized the bullets as the one Watson uses. Said culprit was a natural blonde, busty and curvy physique, pale skin, and around Kinji's age - and beautiful to Kinji.
Upon discovering and immediately recognizing Kinji she surrendered, calling herself Lisa. She's a ex-member of I.U, like Jeanne and others. Lisa had no weapons, apart from the spent missile launcher used to attack the hotel. Kinji didn't even suspect the girl might have abilities, and instead thought Lisa was sent as in a suicide-attack like a sacrificial pawn as she was ordered to fight alone with no other weapons.
As Lisa escaped while bleeding Kinji knew Watson doing forensics will soon catch up to her, which if he wants to escape he should stay away from her. Being the protagonist however he instead offered to run away together. Kinji is a stranger to Europe so he's relying on Lisa to get him out of social situations, with him acting as the muscle of the team.
Lisa confessed she has 'certain body traits' that speed up healing, and Kinji still doesn't pick up on the fact Lisa working alone does not equal Damsel in Distress -.-
No wonder DB left Kinji alive, non-HSS Kinji is a idiot. Kinji was too busy thinking about how his allies throw him into the deep end just because they thought he could handle it, even if he'll be severely wounded.
The two of them escapes north into Holland, to prevent capture. Kinji is forced to crossdress as part of the disguise - and he's supposedly quite a looker as a girl, just like Kana, despite not being really one.
Lisa was IU's accountant, with minor skills in medicine. Also was a maid at IU. Basically, a non-combatant (or so she says). Lisa's bloodline is the 'Ave du Anc', which according to her females of the line finds a Hero to attach to in order to survive the conflict throughout the ages. Lisa felt however there was no-one in IU that was suitable for her servitude, mainly because most of the IU's combat roster was female.
Later on Kinji saw a brothel where women wear nothing but lingerie behind clear glass doors enticing customers to enter, and he makes the aforementioned remarks that in Holland many things illegal on the international stage are legal there - such as drugs, euthanasia, and same sex marriage. Kinji was more shocked by that view than at any time he was in Hong Kong.

Lisa saw Kinji was in pain from his wounds, and offered to buy some Hemp at a nearby cafe to alleviate the pain. Kinji violently refused, before remembering this isn't Japan and he had to explain to Lisa why he don't do drugs.
So, for a chapter Kinji stocked up on supplies and focused on healing, while living together with Lisa. During this time Lisa pledged herself to Kinji, partly due to how much of a nice guy Kinji was, and because of a prophecy Sherlock once gave Lisa long ago - that her Prince Charming will be found in front of migrating butterflies, would be one of eastern descent, have evil looking eyes, talks rough, and looks like a girl. Kinji wasn't happy at Sherlock's description for him, though the Translators snarked Kinji has no right to complain because he's getting a girl out of this

(BTW, suck it Aria+Kinji shipping fans, because apparently not even the goddamn Sherlock Holmes believed Kinji should be Aria's romantic partner; just as someone to make sure Aria's sufficiently emotional to work her Irokane. Sherlock ships Kinji+Lisa )
So Lisa basically cooks, cleans, and does anything Kinji wants her to, and in exchange Kinji will protect her. Lisa's such a perfect housewife that, though Kinji wants to find faults to try and keep their relationship farther apart (since he doesn't want to deal with a possible Shirayuki 2.0) he can't find anything wrong with Lisa's actions. Everyone in the city they're hiding out in basically thought Lisa and Kinji is in a same sex marriage, before Lisa clarified it further
Women of the Ave du Anc line only serve one man for life, by the way. With the confirmation that Lisa is as well-developed in the chest area as Shirayuki, there's goes another ship being replaced by the newcomer...
Aaand not a page later Lisa offered herself to Kinji, saying if he wished for her when in the house to wear only underwear or even being naked she'd do so. +1 ship sunk, good bye Rinko
Kinji, being the anti-HSS guy he was, refused and told Lisa to do as she wish. Kinji pretty much has resigned himself to be at Red Alert status whenever he's around Lisa, since she was just that attractive.
Later Kinji had a nightmare about DB, and Kinji rated him as stronger than anyone he's seen on any side of this War. WTF author, are you this desperate to bring in a new rival for Kinji? Kinji already said he could take him, not to mention others like G3 could easily take DB as well... >.<
Though LOL at Kinji's thoughts that the next time they fight he'd steal DB's Badass Longcoat and give it as a present to Rinko or G3
After the nightmare Lisa checked up on Kinji, and stayed with him through the night. Kinji felt calmed and warmed just by her presence, with not even HSS interfering. (And he STILL doesn't suspect anything...)
Reading on further, Lisa achieved the 'Kinji End', with Kinji, the self-proclaimed woman hater, finding himself missing Lisa's presence after she's gone for a extended amount of time.
Lisa attended a festival, and took part in the performance about the 'Beast of Gevaudan' - a Werewolf, the King of Beasts, able to command all animals, and a entity on par with Vlad.
A few days later after that outing, it's revealed Kinji's attendance there cemented the view he's the most beautiful woman in that state of Holland
A mysterious, dark-haired beauty that both male and female are entranced by, as many of the girls in the city are jealous of Lisa as Kinji's maid
Kinji hates himself more because of his pride as a man instead of how this is a huge setback to hiding in peace, being well known in any way.
Kinji swears he'll never enter HSS mode by looking into a mirror, otherwise he'll kill himself. A gun to the head is now out of the question, so he'll have to go with seppuku.
More fanservice scenes, another backhanded insult to Holland (Japan isn't so morally bankrupt to air porn on public channels), Lisa reveals she wants to have sex with Kinji and have wanted that for a long time. It's a personal desire and the objective of strengthening the bloodline by coupling with Heroes is secondary to her. Kinji managed to hold himself back at 99% to HSS-mode, and figured out Lisa still haven't told him everything - if he slept with her and she had a dark plot in mind he'd be screwed over. (Nice to see Kinji still had
some sense...)
Lisa knows about Kinji's HSS-mode, and accepts Kinji's words that he doesn't treat HSS-personality as him, and he's afraid he'll hurt her if he crosses that line. Lisa was still driven to tears though that she had thought she was rejected as a woman by Kinji. The Cry Cute finally drove Kinji into HSS mode, but he managed to hold the effects back after Lisa left the room.
The next day Kinji felt he needed to treat his situation of no backup more seriously, and used one of the 'Forbidden Techniques' of the Tooyama clan - using the HSS to increase focus and brain power, and took a hour to become fluent in English and semi-fluent in Italian. In the process Kinji figured out who the traitor/s was on their side of the War. (Kinji makes a better Sherlock than Aria does >.>)
Next chapter, Meiya and Petra found Kinji. Petra was driven off, and Kinji + Lisa was taken to a local church. Meiya's words confirmed Kinji's suspicions, that she's one of the traitors - though not by her choice. Meiya's spell that gives her & allies 99% Good Luck in all situations (the maximum it can go to) comes with a cost - if the spell breaks all the bad luck her and her allies has avoided will fall upon her, with the likely result being her death. And since if she can't trust her allies the spell will break, the other traitor/s can get whatever info they want from Meiya, since Meiya can't bring herself to believe the possibilities of traitors.
Before Kinji and Meiya duked it out the church was attacked, by 'Sella of the Wind', one of the trump cards on Petra's side. Ex-IU member, wind-manipulator, a witch of Scotland, and descendant of someone named Ford. Shoots arrows that is accurate over 2km. Meiya's troops only have swords and shields, reminiscent of Vatican's crusaders, and Kinji snarks no wonder Europe almost fell to their opponents since their side can't keep up with the ages.
The girl of the Demonic Blade pair showed up as well, a Witch Hunter specialist. Kinji's side got curbstomped with Meiya OHKOed. Kinji surrendered. The male DB seemed to have a perverted rep as well, with the female one letting slip the guy is accused as a panty thief. Kinji thinks the male DB can't be blamed for stealing the female DB's panties however, considering how attractive she is.
En route to enemy base, Lisa asked what's going to happen to Kinji. Likely outcome is death, though the Nazi eyepatch witch is going to vote against that in the trial since she still wants to make Kinji her familiar. Petra also have a vote on Kinji's outcome, and the eyepatch witch convinced Petra to vote for Kinji's survival to get Kinichi indebted to her. With their 2 votes it's enough to deadlock the 4 decision makers and get Kinji off the death sentence.
Petra revealed they're not even mad at Lisa's betrayal, and due to how valuable Lisa is she'd be reinstated to her old position with no problems.
Enemy base looks like a Bond Villain one, in a cave with a hidden harbour. Kinji saw a katana that belonged to Tamamo, remembering in the last War Tamamo was on the other side of the conflict.
Meal time, Lisa's fairly popular within enemy ranks and she's revealed to be one of the strongest females on their side. Lisa's bloodline was on par with Petra's, Vlad's, and even the Sherlock and Aria at full power, and if things turned out otherwise Lisa would have been the next IU leader and not Aria. Petra treats Lisa as a worthy rival and the rest of the girls there acts like they're Lisa's 'nakama'. Something doesn't click with Lisa's account as 'just a noncombatant'.
Yami, a Oni, is also present and struck up a conversation with Kinji. It's not the first time the Oni met a Tooyama clansman. Kinji knew the Oni is only a few steps removed from a Deity, and probably stronger than Sun Wukong.
The War is nearing the end, with Europe falling and Asia firmly held by Kinji's side. Things will probably end up in a truce. Vatican is scheduled to be destroyed by a cruise missile launched by that base, and they could even hit London if they want.
Sella talked with Kinji, and her own precog ability confirmed Kinji will die in a week.
Jeanne is revealed to be a captive as well, with the Jeanne that lured Kinji away from the hotel earlier being Petra in disguise. Jeanne knew about Lisa as well, and is tsun-ing about Kinji's time together with her. (Come to think of it, before Vol15 I don't remember Jeanne being a tsundere...)
Jeanne and Kinji will be used as the sacrifice by the witches to summon the 'Beast of Gevaudan'. After comparing notes, Kinji and Jeanne confirmed who the real traitor was:
The Vatican. The organisation passed on info they got from Meiya to the other side. Charlotte showed up to confirm the fact the Vatican is involved, and played both sides in order to continue to be a major player whoever won. Kinji thought it's just like the Italians to be traitors, like back in WW2 changing sides to declare themselves to be victors.
I'm not raging about this, because this next bit eclipsed it:
Charlotte holds a vote on Kinji's life and death. The Vatican are written as
completely supporting the bloody Nazis in HnA series
What. The. Fuck.
With Charlotte's vote Kinji's fate is confirmed to be death. Kinji's final request is to return his knife (Kinichi gave it to him) Desert Eagle (his father's memento) to Kana. The Nazis plan on drowning Kinji in high tide, and then use the missile's launch exhaust to burn whatever the water didn't kill. The missile will be used to kill Watson and her friend. The warhead involved is a chemical one that's leaked from US onto the internet.
Before Kinji suffocated Lisa ran in to rescue him, throwing him Durandal and the Desert Eagle. She thought as long as he had weapons Kinji will be able to fight. There was no way to go back up, so Lisa was happy to die by Kinji's side. Sella shot Lisa and killed her. Kinji suffocated. End of Chapter.
Next chapter, we find that Death Is Cheap; Kinji's HSS still have that near-death activation method, and Kinji broke out of his cage using multiple Sakura attacks. Lisa also have a 'activate when near-death' ability, and she transformed; if you haven't guessed by now, she's the 'Beast of Gevaudan', the Werewolf. Her bloodline is so potent that even as a pacifist IU held her in high regard. The requirement for her transformation is a Full Moon as a psychological trigger, and near-death experiences; hence her normally have no weapons out on a job, the easier it is to kill her the easier for her to use her ability.
The missile launched, and both Kinji and Lisa used their superhuman body to jump from the water onto the missile. By this point Lisa has fully transformed. The climatic battle for this volume is between Kinji vs the Werewolf, on a missile, going at mach speed. In the end the fight is solved by The Power of Love (TM) again as Kinji let himself be chewed up by Lisa, sacrificing his left arm to show Lisa he still cares about her and wouldn't harm her.
The missile is damaged by the fight, and it's falling into the ocean. Lisa used her beast command ability to summon whales to jump up into the sky, and both Kinji and Lisa slid down into the ocean bleeding off the momentum. After landing, Kinji saw the migrating butterflies and pointed wolf-form Lisa to get them back to Holland; he's going back to rescue Jeanne, with Lisa supporting him.

Side note: With Lisa's 'tragic backstory' and 'willingness to die for Kinji', Reki's role in the harem is arguably gone as well. Team Baskerville is pretty much replaced by Lisa
