I went and listened to it closer... and I think I got it. Vivio asks Fate to do the honors, then Fate does... haltingly, and Vivio orders her to put more life into it.
I think I would've understood the first time if she wanted Fate to put more tsundere in it.

Okay, now I clearly understand what people said about sudden tempo change in PHANTOM MINDS, unless it does something even weirder in the full version. This feels like Mugen all over again. Pretty good chance we'll hear the full version on Smile Gang on ep 401 or 402. Nana also finished the PV the other day, forget what she said about it, though. zzz ED song where ;-;?

And yet the purist in me would prefer if it didn't sound so mainstream Jpop. One of the biggest things going for the series was Mizuki Nana's awesome renditions of good "Nanoha-flavoured" anisons, but Phantom Minds sounds more like the mainstream pop songs that she's been churning out lately. Granted, I liked some of the songs in Ultimate Diamond(dare I say "Etsuraku Camellia"? Oh wait, it's wa-metal...), but mainstream!Nana is something I find that's not very quick to get used to despite the fact I'm listening to the album everyday.
I know right? It looks so much cooler now!

Fanservice for the male demographic of the Nanoha fandom, more than likely. They know that the series is followed just as much by boys as it is by girls, so they're trying to give everyone what they want to see.
That's my guess, anyway.
