Basically, if a seiyu can prove that he/she is not an one-hit wonder, it's on the "to note" list first. With the breakthroughs come the "prefered or respected" list.

Mamiko Noto is the seiyuu equivalent of Tiger Balm, bar none: as everyone knows, her voice is smooth, soothing, and ethereal, even as her Nodoka Miyazaki tries to recite sentences in English in Negima episode 11.

Every time Miki Itou takes the role of my favorite heroine, she truly sounds like a blue-blooded heiress, or as a fellow fan said to me, possessing "a southern rich belle kind of power" whenever she speaks.

Itou Miki: Now, that is one you don't hear everyday. Old timers will remember her in DBZ and ZZ Gundam. Definitely a lady from the old school.

Noriko Hidaka - A Name you don't hear everyday.

i was watching touch earlier and i decide to lookup the seiyuu for the character and i notice that Ms. Hidaka not only voice Minami but also Akane of Ranma1/2, Kikyou of Inuyasha and recently Near of Death Note. A career stretching over 30 yrs playing a wide variety of character in some of the better know anime of its time.

A true professional.

I don't really have favourites.

But one I remember well, and like quite a bit, is Rina Sato.

Most know her from Index as BiriBiri, but my first "contact" with her was via Minami-ke where she played Haruka Minami.
The first thing that came to mind was, "Kikuko Inoue's spiritual successor?". It's only later I found out she was BiriBiri as well.

I must say she has quite a range.

There is of course Kikuko Inoue famous for being perceptually 17 years old, voice for Belldandy (Ah! My Goddess) and Kasumi Tendo (Ranma 1/2).
Mostly plays gentle motherly onee-chan roles.

Another one I remember is Ai Orikasa, she was the voice for Ryoko (Tenchi Muyo!). Later I found out she voiced Quatre (Gundam Wing).
Has a deep voice, plays tomboys girls and young boys.

I'm not one to remember names of voice actors but Marina Inoue is one that has stuck in my head. Yoko from TTGL and Alicia from Valkyria Chronicles. Instantly takes the top spot.
There are more but I don't know their names.

Hirano's performance in Nijuu Mensou no Musume is one of her best, I think. It's a lot more nuanced than her moe-flavored work for Kyoto.
