It is. Meruru is a parody of Nanoha, and Bridget's character one of Fate. Kanako, the loli of the show who was tricked into cosplaying as her by the yandere lesbian is voiced by Yukari Tamura as well. The image is a direct parody of a scene in the episode after the contest ended. Except Meruha had more rage and threw her cell phone at Bridget causeing her to cry because Meruru became a dark witch. And a slut, and ended up getting into a fight in the parking lot for some reason.

Basically Kanako as Meruru is in fact the real Nanoha off the cameras.
