By buying time, lets Ooishi finds out the news and be there for him. Knowing he still has a daughter to keep care of keeps him rooted in sanity.
The analogy about the ripple a reflected moon, is to mean that warning Akasaka about his wife may change things in the future. good karma. Eventually a world comes along where he does go back to tokyo.

I don't seem to run out of questions. How long was Shion confined in St. Lucia? There's some contradiction in the information in the sound novel, I think. First she says she went to that school soon after the dam project was frozen, later she says she had been away only one year. |

I haven't read the VN, but I that statement "been away"... could that be referring to her being "away" from school? Considering she had only met Satoshi not long before he disappeared, it has been roughly a year between her being away from school, and the events of June 1986.

Thanks. Sorry for being unclear earlier, but I have been referring to the year of Shouwa 57 (1982), when she just got out of her school. It's then she talks about having been away one year from Okinomiya, not from school.
It's also a bit difficult to tell which year she means when talking about "the dam project being frozen" because in the year of Shouwa 53 (the year Akasaka and Rika met for the first time) it was disrupted because of the kidnapping, one year later (the year the manager was killed) it was officially cancelled. |

I think RandomAvatarFan is right. It's just a graphic way to express that someone is dangerous or mad, or the character from whose point of view the story is told thinks the person is scary or crazy. I don't think there is a strict rule about it as you might be thinking.
