You underestimate African combat ability. Their weakness lies in funding/corruption and typical bureaucracy, not troop capability. Though they could use better training in FIBUA, if the SASF can do it (see the Ultimate Challenge for details), why can't they?

The PH Marines had similar problems - give them better guns and combat support (armoured recon vehicles, gunboats with MLRS capability and laser targeting systems via drones), and they will end the Zamboanga crisis in less than a week.

Where the heck do they get the money. It is like US$2.6K per piece, compared to a 416 which was like US$1.8k per piece.

If anything they have something just as good; real life combat experience. They might not be Navy Seals, and are likely not that good at rescuing people, but I am not going to doubt the capacity of these guys to kill things. After all, they are still alive. Africa has conflicts rival those in the Middle East, and anyone who survived long enough in those battles gets my respect, no matter where they came from.

The propability of colateral damage will rise significantly when you have to opt for military special forces units instead of spec ops police units.

The difference is not just their training but also the attitude of the people in such units. Typically police units (e.g. SWAT, GSG 9) are more de-escalation oriented and prefer an ask first then shoot mentality. Typically these units are better in negotiating and gathering valuable information for intervention through negotiating. In general these forces are often more reactively solving conflicts (it can still be considered active though). However, typically they do not have to deal with resistance using military grade weapons.

The far more devastating and deadly force of the resistance that military special forces (e.g. SAS, DEVGRU, Delta Force, KSK, Speznaz) have to deal with, makes them use a more escalation oriented strategy. However, using such strategies predominently makes such units less capable in the fields of information gathering and negotiation. They act more proactively in order to minimize the time they are exposed to the very deadly force of the resistance they face. But thats also the reason why these units are not ideal as anti terror units in ym oppinion (at least not in hostage situations).

I doubt the Kenyan police will reply to that. But I won't be surprised if American (and perhaps British) money aid provided them the funds to buy the SCARs.

Kenya's regarded as one of the most stable countries in Africa.
