psychological thriller/horror with twists

It doesn't have to be true horror, just kinda creepy. Manga is also welcome.
The twists and horror elements should come not from monsters but from mindscrews.

Examples: Higurashi, Monster, Puella Magi Madoka Magica (yes yes Madoka), Penguindrum, Another.
There is also a movie titled A Tale of Two Sisters, it has the same type of story.

Thanks in advance.

If you don't mind short (mostly) linear Visual Novels then I'd recommend Saya no Uta.

Otherwise I recommend Kara no Kyoukai.

I'm not sure what sort of "twists" you mean, but you can start by exploring other works of the authors of the titles you mentioned, if you haven't already.

The author of Higurashi also made Umineko no Naku Koro ni
The author of Monster also made 20th Century Boys and Pluto
The author of Madoka has craploads of titles like this , just check Urobuchi Gen's (the author) works. You can start with Psycho-Pass.
I'm not familiar with the rest of your titles.

Then there's good ol' Elfen Lied (warning: VERY graphic), Ghost Hunt, Deadman Wonderland, and the recent Danganronpa.
Then there's also a series of movies titled Kara no Kyoukai, and a series of OVA titled Corpse Party.

Goddamn that's a lot, maybe we can narrow it down if you specify what kind of 'twists' you mean.

Anime:Perfect Blue, Shiki (there's monsters but there's more to it than that), Death Billards
Manga: Doubt, Soil

And yeah Urobuchi works like Phantom, Psycho-pass and the Saya no Uta visual novel would interest you.
As for Urasawa in addition to Monter,20th Century Boy and Pluto I'll add Billy Bat

I am going to Suggest Steins;Gate and Shinsekai yori, both are Psychological thrillers with type of experience you're looking for I think.

And I'll 3rd Psycho-pass.

Having just re-watched the "Bakeneko" arc from Ayakashi Samurai Horror Tales the other night, I was reminded of just how extraordinary that show was. The sequel Mononoke deserves your attention as well. I prefer the Black-Sheep version which you can find by a simple search.

Thanks for the recs! Keep them coming. ^___^

By twists I mean surprising plot developments that turn everything upside down, like "hey we thought this boy was a murderer, but he's actually his own sister's delusion because she feels guilty about killing him ten years ago" or "we thought we were fighting zombies, but we are actually zombies ourselves". Or just think of revealing the truth in Madoka, that anime had amazing plot twists.

ETA: I'll add a few manga titles I just remembered in case someone else is watching the thread: Psyren and Gokukoku no Brynhildr.

If you like the already suggested "Perfect Blue" try also "Paranoia Agent" a series by the same author.

I don't know if you've seen these or not, but I'm sure that Chaos;Head and Denpa Teki na Kanojo will have what you're looking for.

As for Chaos; Head, it's a weird one and the MC isn't that "able", but try to watch the series for how the psychological aspect sort of implements the "horror" the MC has to face and undoubtedly has to conquer.

Anything from KOTEGAWA Yua: Anne freaks, Kimi no Knife, Arcana Souls, Line, Shikeisyu 042...

Yeah plenty of thrillers/horrors

Aside of these: Franken Fran comes to my mind
