Blame Kadokawa. KyoAni had literally nothing to do with this project. Kadokawa wanted to do something for Lucky Star's anniversary and they made this short series to promote the 10th manga volume (anime DVD bundled with volume). As such, they contracted Ordet to do the animation. There was no involvement from the KyoAni side at all.

Some additional news:
A Blu-ray version of the series will be available on 12/27. Looks like it'll come with a special booklet, soundtrack, and the disc will also include bonuses such as staff commentary. Also starting on the 11/2014 issue of CompAce a spin-off of the Miyakawa-ke no Kuufuku, "Miyakawa-ke no Manpuku", drawn by Hanabana Tsubomi has started serialization. *edit* Oh...and the series also got to air on TV a couple weeks ago in Japan too. I wish that this will kick start things toward a season two of Lucky Star.

Finally watched the BD version. I'm really glad that even though it's made by a different studio, in the end it's still the same old Lucky Star (same VAs, same artistic direction). And considering that by now there should be enough LS manga to adapt, this really pumps up my hopes for a second season.
Spoiler for OP:
Especially glad to see that Hirano Aya is still around. It wouldn't be Lucky Star without her voice.
