I really have the feeling that the Sybil system wasn't meant to be a dystopia, I got convinced by that when Kirishima made that speech where he states that if that world was a book it would be written by Dick and not by Gibson.
However it went out of hand probably for enhanced dramatic reasons, and turned into something that doesn't even achieve the benefits it's supposed to. Even in the first season the Sybil system was the weakest point. There's really a lot of contradictions. Nothing to do at all with Dick's Precog System.
