I'm pretty sure that's Nanaho's whole families' motto. That does make me wonder If Vivo has been to Earth to meet her grand parents and aunt and uncle.

Einhart has some identity issues due to her genetic memories and I've come to a fridge horror at what Jail did in Strikers.

He placed cloned embryo of himself in every one of his cyborg daughters intending them to grow up with his personality.

TSAB naturally removed the embryos from from the girls and intends to have the children grow up in a loving environment.

Even if they grow up normally they'll still have memories of their genetic donor who is a terrible person.

Given Einhart is a descendant I'm assuming Hegemon had children with somebody else but Olivia will be always his first love. He wasn't able to save her from sacrificing herself. That regret was strong enough to be passed on.

I think the reason could be she's good but not that good. Every one of the "extremely young mages" we've seen in the TSAB (Nanoha, Fate, Caro, Erio) has two or more of the following at their young age, unique ability (usually magical) enormously powerful or extremely skilled.
Compared to them, she just isn't in the "must have her now" category.
On the other hand, the standard entry age to the Bureau Academy seems to be 12 and it looks like Ein opted for middle school instead of the Academy...
