well, if I'm not wrong, in april this year the Japanese Ministry of Defense provided a anime 20 minutes explaining the work of the JSDF for children in an attempt to increase the popularity of organization, and considering all the tension that is happening in Asia it was natural that the government would take advantage of the Gate anime.

The US military had sci-fi authors working on their payroll in WWII so hey, something similar might work out for the JSDF!

Good news.
Footage of the first episode has been shown, and the Empire soldiers indeed are wearing Roman era gear.
With the signature helm, layered shoulder pads, and cape. Even legionnairs!

2 - it is true that the series is being reissued as a normal novel and with some changes? it is already completed or is still going on releases?
