...Neither of them seem to be into the idea. Also, whatever one might say about Japan and cousins, they both treat each other like family, not like romance prospects.

While the whole cousins dating thing might be accepted in Japan, those two only see each other as family.

It's kinda of understandable though since Kei and Makoto don't seem like a bad match.

There is not really need pushy that "like brother and sister" perspective. Sure at moment there are no sparks flying, but Kei doesn't treat Makoto any different than for example Nao (which means they are both viable options actually).

Putting aside Westermarct effect (which shouldn't be issue here), there are no clear borders between various kind of affections. So even if Kei and Makoto doesn't look at each other as romantic prospects at moment, there is no reason why it couldn't change in future.

Well I don't have intend ship anyone until some more solid hints appears myself. Though all girls look fun and thus it's perfectly fine do that, we don't even know if it is that kind of anime in first place.

Flying witch is not romance anime, it's SoL, but love is part of everyday life too. Look on Genshiken.

If I understood it correctly, she's not technically their cousin but "something close" to that, or possibly a second cousin by the standard CR translation. And yeah, Japan's rather on the fence about cousins; I've seen stories where a family feels absolutely no problem with first cousins who grew up like siblings getting together, and I've seen others where simply mentioning that they're related at all will crush a girl's crush with a single blow. It's certainly legal to marry one's cousin, but how kosher it is still seems to be up in the air.
Anyway, I could certainly see Kei and Makoto getting together (and Nao getting upset upon realizing that she had feelings for him too), but I'm hoping that doesn't happen anytime soon. This casual SOL story is great as it is, and such a romance would focus the series too much on love drama, taking time away from the real star, Chinatsu. I'm really waiting to see Chinatsu approach Makoto and ask a few questions about how one becomes a witch and whether, as a relative, she might have some hidden potential. I'm sure she'd love to fly on her own.

it's really weird all the info i see so far of that manga/anime point to her being cousing don't say exactly from what family part but all of them point her to be from the same family, but from parents which actually have magic powers.

I cannot say for certain right now, but I have been strongly led to believe that they are first cousins.

Also, Makoto and Kei really don't have any interest in what you're shipping guys. Really they don't. Try Nao or Inukai if you absolutely have to pair that fairly unimportant character up with someone.

The law of this kind of show is usually to never seriously perturb the status quo, like, EVER. A romance popping up from nowhere would only be slightly less disrupting than finding out that Makoto is really the Witch of the Prophecy who has to take down the Dark Warlock and save the world. So I'm pretty sure it won't happen.

They're second cousins, this was established in the first episode of the anime, and checking the first chapter of the manga it also uses the "second cousin" translation. Which means that Makoto and Kei share a pair of great-grandparents. Whether this is incestuous depends on the culture I think.

On a more personal note I'm looking forward to Amanchu! next season where someone will inevitably ship the twin brother with one of the girls. Your reaction to it will be most entertaining.

My experience with SoL is bit different and there is enough precedents to not rule it out. Well I am not gonna continue defend that anymore as chance for romance while is by no means nonexistent is not high enough to be worth effort.

Well, if some romance pops out after all, I will still say: "I said so" and be all smug about it as if I was confident about it whole time.
