DPRK tries to get foreign aid to continuously fuel their military. Given that it's the semi-wartime siege mentality that is keeping the government in power, diverting funds from the military to feed the civilians might save the people but will help make the government fall. Basically, foreign aid is for keeping the status quo, not because DPRK cannot feed itself.

I saw an interview with him in his latter days... the "trololo" song was his way of fighting the Soviet suppression of his time (when at the last minute they wouldn't let him sing the lyrics to the song).

(but it's still the first round) Recreate a link between people living in their own country and the emigrated ones. It has never been said loudly, but since one of the hot debates going on in the country is whether the non-french should be allowed to take part to local elections in France, the old majority (whose answer is a non-negotiable "FUCK NO") is saying that if those people want to vote, they can ask to vote in their home country like the emigrated french can do and let the french affairs to the french. No one gives a shit about those elections. I don't remember hearing the expatried french asking for those MP and the news of the creation of those MP didn't seem that well received. The participation was not 20% in the first round which is extremely low for french standards.
