Nope, they're not allowed to. Some school are more leeway about teacher dating each other, but usually it was sanctioned and kept as discreet as possible.
I don't like anime where the protag is a wimpy chew toy that can't do anything to improve his condition, or calling unreasonable to his haremmette's action. Believe or not, Rito started like my ideal harem hero, hot blooded and courageous, and is not above calling out the girls for their stupidity. But as the time goes, he gets wimpier and wimpier, until some character development in 40 last chapter made him better but different than what I liked. What made me interested in I.S. is not the harem, but the world it set as well as the technology. As you said, it's damn underdeveloped and wasted a lot of the potential.

I dunno, IS just feels malleable for some reason. Compare it to Index: Index is a lot of the same, but there are many rules and canon is very important. That's why there's a lot of continuity. IS can be good, but focuses on the mundane aspects more. This allows fans to make up their own things.
Side note - Does touching a hot object like high temp burning wood or metal cause permanent scars?

Well, I dunno, by logic they should protect the pilot by manipulating the heat and utilize it's heat management system to ditch it somewhere. (machines as powerful as I.S. must create a lot of heat)

Nope, I mean the heat from it's subsystem such as gauntlet and boots and propulsion and... you name it, all to protect it pilot and more delicate system from harm.
You know what? Machinegun has a problem at auto-fire mainly because it's barrel overheated after several dozen rounds (or is that hundreds? I forgot). Eliminating, or at least greatly reducing this problematic heat allowing the I.S. to fire almost indefinitely

Do you think outside fire would affect it? Like being in a burning building or hot area might heat up the metal and cause it to turn extremely hot. Please leave put whether the pilot would be protected or not, I'm more concerned about the IS parts.

I think the heat will be slowly building up (it's not like their heat storage is unlimited,... at least that what I think) but still better than naked or even fireman's working garment. They're designed for space exploration after all.
To put it simply, yes, they'll be hot like hell.
