Natsu and Wendy probably can't use their magic for the same reason that the Anima couldn't absorb them as well. Dragonslayer magic seems to have quite a weird set of rules/limitations.

Actually, she can probably use her magic because she is incredibly weak, look for that punchline in the future.

Her magical level does not effect the magical levels of the beasts she calls for, and they themselves get their magic from a 3rd world.

But for now shes milking it for all its worth. Too bad shes in the arc though, I kinda wanted to see Natsu and Wendy handle this. Im such a big wendy fan now.

EDIT: And we were teased with the Lisana stuff a few weeks ago. I wonder when we'll actually get to see her annd natsu's story. Youuuuuu know its coming.

I'm pretty sure its because a Celestial Wizard makes use of a Magical Artifact (like mages in their world) and the Celestial spirits are called from a third world, thus their own ability to use magic.

Glad we got to see Scorpio and Aries, Aries in particular was quite entertaining.

Luxus would probably be fine, but his followers' eye abilities probably wouldn't work, just like Natsu and Wendy's abilities don't work, besides, those guys actually hang around the Guild hall, and have probably been absorbed just like the rest of the Guild.
I'm not sure about Mistgun being as powerful as he is in Natsu's world either.

Mistgun is the Gerald from Earthland. He is in earthland to prevent the anima, he's more then likely from Whatever-its-called land. Also Luxors minions eye powers are always active and they seem to use items for the other abilities so... you get the idea. The rule seems to be "magic is limited" but mystical powers aren't.

Ya, Lucy's ability to use magic is most likely because of the stellar spirit plane.

My Guess is that The Stellar spirit world may not be a part of Earthland, it's every bit as foreign to Earthland as it is to Edoras.
Its like the keys may be directly connected to the spirit plane and the magic flows from the spirit plane to Lucy and she uses that to perform her magic... She however still needs to use her own stamina to keep the power working, or her spirits dismiss... Natsu and Wendy are cut off, but Lucy is still contected to her source of power

and the stellar spirits can use their powers because they are magic itself; they are much like the magic items of Edoras...

Actually, I have a different theory about why Lucy can use magic and everybody else can't. People in Earthland apparently naturally generate magic within themselves and use it like that, while in Edoras, all magic comes from artifacts and such. Therefore, most of the Earthland mages wouldn't have problems using magic in Edoras. The reason that both Natsu and Wendy are both unable to use magic, is because dragonslayer magic follows weird rules/is unbound by the rules of both Earthland and Edoras magic. We've seen dragonslayer magic have extremely odd side-effects before, such as being unable to pass through Fried's magic barrier, being unable to be absorbed by Anima, ect, and this is probably another one of those odd side-effects.

First he's seems awefully happy/nice to Scary Lucy but will show that dopey look with Earth Lucy Obviously I don't think it's anything to think too deeply about but it's amusing none the less. But whats more interesting is Lucy being able to use her SS, I was wondering about that from before and it's answered now! Guess she will be the force to reckon with during this arc seems like Mistgun helped her out at some point. and hows that Natsu is surronded by beauties now(excluding the cats ofc) and some twins at that! __________________

LOL!
