She did know about the rewards because she saw 2 rewards happen but she only knew about very basic rewards (A hug from Kyouka and a headpat from Nei).

Poor Tenka, she was the first to suggest the idea of lending but at this rate she will be the last chief that gets to ride Yuuki.

Himari arc next and considering Kyoka's bad mood right now Himari will be the one lending Yuuki(most likely to her mom)

To me, it seems that the author intentionally holding her to last maybe because Yuuki+Tenka would be overpowered than the commander+Yuuki combination.
