Railgun is way less "serious" about the bigger story.
Honestly, Railgun relies on foregone foreshadowing (Aim Burst foreshadows Aim Angels like Kazakiri Hyouka and elaborates on the concept in relation to a Network of espers, etc) or explaining in detail certain events that are only mentioned and not elaborated on (Mikoto's own struggle against the Level 6 Shift).
