I remember that it's a stipulation that the gods put up when they descended. That they seal their powers, and if they get seen using their powers, they get sent back and never return. This whole descent is a game to them and those were their rules. That's why Hermes asked permission to Ouranos to have them use their powers during the War Game to make projections so everyone can watch the fights.

Consider Freya's charm as another example of this, or the bewitching effect Soma's wine has. That is still to some degree using their powers in a more latent way. I don't know for a fact, but if we take the game analogy, it seems likely that there are conditions for "automatic loss" (blatant use of powers) but then other conditions that aren't "automatic" but where you could be accused by other gods of "cheating." So presumably the gods try to avoid any overt/obvious use of their powers (beyond their divine providence/aura) to not be accused of anything unfair and so lose the game. (If one god accuses another of cheating, I'm not sure what the process would be, but I guess they might discuss it at Denatus and take a vote, assuming it doesn't get dealt with some other way in the meantime.)
