It's probably because he needed to lay the groundwork for the next Volume and the page-count restricted his options, so he had to force it in. Or he tried a new writing style...

He has already captured Eli's heart IMO. She is desperately lonely and he is her first true subordinate and not a hold over from the pervious vandis. All the vandis feel an attraction to him. But she made a deal with a demon for strength and he is soooo going to have to rescue her sealing the deal.

Couple things, first I don't consider Tallard a villain. He had a losing hand and found a way to win despite it. The villagers would have been far worse off if Eliot had won. Yes they lost there homes, but if that is the single worst thing to happen to you in a three way civil war like that count yourself very very lucky.

Second, all the Vanadis's were givens to join the Harem, Black Dragon Emperor much? And he just happens to have a black bow, that is on par with all of them, and it just happens that said bow was clearly created with the intent of using it along side Vandadis to the point it draws power from them. Oh and there just happens to be a succession war in Zhcted. Who just happens to have an imminent invasion by Mouzinel. Now only if there was an ally available who would have a personal interest in lending aid... Oh wait...

Pretty blatant foreshadowing.
