Does anyone know or novel mention what Touma said to the villian which was crushed under the metal bars when they are talking about misako? (Misako hears Touma's words but we don't get to hear what he says)

I'm sorry if this has been explained before but can somebody please tell me why Toma is considered level 0? It seems to me that ability users have a very wide range of abilities so why would Toma's special trait not be considered an ability?
He has the power to counter any level 5 ability if he puts his mind to it so I don't understand why he isn't a lvl 5 himself. |

KAMACHI is male. In the book "Toaru majutsu no Index no subete (All about Toaru...)", it is written that "Kamachi is a man who pronounces his hobby is writing novels."
And about his age, Yuyuko TAKEMIYA, the author of Toradora, said she didn't think Kamachi is younger than her before she met him. She was born in 1978, so KAMACHI is probably 1980s.
