IS are not supposed to be used in actual combat. When they are used though, circumstances must be fulfilled. Just because you have a nuke doesn't mean you should use it just because you're in a conflict. In this case, IS can only fight IS. Any other manner can be considered a warcrime.

Thanks to Ichika's harem, there need to be more paperwork done whenever an IS activates (Dai-Guard Style).

Ichika gently use his fingers to close Kanzashi's eyes. He couldn't cry, speak or scream. Just silently and solemnly lay his close one onto the red cushion of blood. This isn't time to mourn the fallen. Not yet...

Then, he slowly rises up. No more light of life, just flames of revenge burn on the crimson retina.

*WHOOHS!*

After what seem to be a small whirlwind, Ichika reappears in his IS again. Unlike its usual pure white, blood splattered on Byakushiki, steadily turned into a sickly brown. The chipped outer shell only help creating the illusion of a rusty bronze armor that has been through wars with its owner. One of the wings was ripped out, while another hangs unnaturally on the left shoulder.

Michael's wings have been clipped. No more the image of the heroic archangel, but just a battered soldier, barely able to stand after all of his comrades has been slaughtered.

Still, Ichika brings up his sword, and with a broken scream, he charges up to a black silhouette...

So I suppose the need of handler came after Ichika's appearance, like Age said.

This actually make sense, and from the common student's perspective, it only increase their feel of unease because this facility are supposed to be men-free to begin with.

Exactly. All those harem antics that involve IS are just catastrohic please remember the waterpark that was reduced to nothing for the sake of comedy. Who cleans it up?

To prevent that kind of stupid crap, handlers are assigned to pilots. Less like Rin's liaison and really more like a private companion. To counter unnecessary sortie, the handler is allowed any means to stop the pilot degree of lethality of methods are decided by the situation and prior record of the pilot.
