The problem here is that the civilians are right (even if they are ungrateful) U.A. isn't the only safe place, and that they let Midoriya Izuku (Deku) live with them in U.A. makes things much more dangerous for them for no real reason so, in the end, my point is that isn't a rational situation.

There's no safe place that doesn't endanger others. Isolate him? That just plays into the enemy's hand. Move everyone out of UA so it's only heroes? Okay, then there's overcrowding elsewhere and if a villain attacks one of those there's more casualties because of it.

Actually, if we judge by "Nezu" (the principal of "U.A.") words we can assume that there are other places that have the same level of security as "U.A." and besides that Enji Todoroki ("Endeavor") said in chapter 317. that they have the resource to protect Izuku Midoriya by locking him. Now I don't say that Izuku Midoriya needs to be locking alone in a dark room but at the same time, I do say that it is right that you don't save someone so explosive as Izuku Midoriya in a place like "U.A." where there are also many civilians.

If I recall, there was a panel that showed a tabloid or something that was discussing AFO and OFA, so someone probably leaked Deku's info to try to further isolate him.

But let's assume that you are right and that's impossible to separate Izuku Midoriya from civilians (in that case they were supposed to consider the option to send him out of the country) why send him to "U.A." after the info leak? Not be better to send him to another safe place in a secure way? After all, the only reason that Izuku Midoriya was so free was to use it as bait to "All For One" but this plan fails.
Continuing her speech from last chapter, Uravity says she always enjoyed seeing people's smiles, and made sure to check the populace's expressions whenever they saw heroes in action. The civilians start paying more attention to Deku's battered, dirty appearance, and the woman from before (again, chapter 310), talks about how Deku saved her. Another civilian asks if THEY'LL be covered in mud and blood next, but Ochako tells them that won't be the case as long as they allow Deku to get clean and rested up. The rest of Ochako's classmates are surprised by her determination, and Iida tells Deku that she's doing her best to protect everyone's smile. This causes our protagonist to come down in tears....
Ochako notes that it's difficult to calm down the populace, as even the heroes themselves are scared in these uncertain times. So, that begs the question: Who can comfort those heroes? Ochako suggests the civilians support the heroes however they can to overcome these trials and tribulations. Interestingly, during her speech, Ochako briefly remembers Toga crying during their last encounter, but continues speaking, saying that while Deku's been working hard all this time to protect everyone, he still is, at the end of the day, a high school student. So she implores the public to stay by his side and support him, as well. This causes our weepy protagonist to collapse to his knees, while his classmate once again asks him to stay at the school. Deku then narrates that this moment is part of the story of how not only he, but his friends too, became the greatest heroes. Uh, that's not what I took from that line at all, personally. I'm pretty sure he's basically saying that his class will grow to become the greatest generation of heroes. Obviously, Deku himself will surpass All Might, but that doesn't mean the rest of his class won't become legendary in their own right. This is just their first step towards making that dream a reality.
Deku is comforted by Kouta and the tall woman, the former of whom apologizes for not approaching him sooner out of fear of the crowd. However, hearing the tall lady speak gave him the courage to step forward. As for the woman, she said she was kicked out of several other shelters due to her quirk, but was lucky to find Deku at UA (who she addresses as the "crying hero", heh). Soon, another civilian, an old man, speaks in Deku's defense, as well. He says it's clear that the boy intends to protect them all in this crisis, so it's only fair that he get some well-deserved rest. Furthermore, society has become too used to being "spectators", relying on heroes like All Might to carry the burden for them. However, heroes are people with hearts and souls, too.... as evidenced by the fact that so many of them retired after the war. The only ones remaining are those with unbreakable wills. So, the old man concludes his speech by asking the crowd: For how long will they remain spectators?
One of the people who initially protested Deku's return asks whether the boy is truly AFO's henchman or the heroes' secret weapon. He was confused by all the rumors and misinformation spreading around, which is why he was against Deku's return in the first place. He finally asks the boy himself if he truly intends to put things back to normal after he's been rested up. Deku answers that's exactly what he's fighting for. Meanwhile, Ectoplasm approaches the pro heroes, asking them if they heard Uraraka's speech. Endeavor blames himself for all the turmoil Deku is experiencing, but Hawks tells him not to feel that way, since improvement is already happening before their very eyes. OFA is a power formed by the connection between people, and that connection is taking shape now, as the formerly hostile crowd have now become welcoming of Deku and the class 1A students, even handing them umbrellas....
As they watch the scene, Shouto remiinds his father that they must stop Touya (aka Dabi) together, to which Endeavor agrees. Meanwhile, Nezu gets in contact with Aizawa, informing him of everything that just unfolded. He then asks him how his new prosthetic leg is doing, to which the erasure hero replies he's not used to it yet. Apparently, Mirko got new legs, as well. They then discuss Kurogiri, who's being kept in the hospital. The doctors haven't gotten him to talk yet, but Nezu still believes there's hope. They also discuss Toga, who the authorities are still searching for. According to Aizawa, they've figured out the maximum amount of time she can stay transformed, and as a countermeasure to prevent her from infiltrating UA, all refugees must undergo a period of quarantine before being allowed inside the academy. The school is their fortress, and this is the time for payback! The chapter ends with All Might staring at the fortified school with a worried look on his face....

I wasn't expecting Stain to give All Might a pep talk. Especially since I thought Stain would be more interested in Deku now, but it makes sense for All Might to have been the one he was following since he's pretty much the only person still alive he considered a real hero before he met Deku.
