There were at least two or three episodes of the Original Series that dealt with androids that were outside Federation potential design. Data was their first seemingly well designed android.
As for a lack of robots, there was at least one episode were the Federation is using small robots, but they were a new design and displayed sentience qualities. My guess for why Starfleet doesn't use robots is likely because it was a show of the 1960s and TNG was a show of the late 1980s. Both time periods had a humanist segment of writers and producers were robots were a bad thing for humanity. Humans needed to do stuff themselves, not be helped by machines when not necessary. Also there was a thin line between a robot and a living machine in a bunch of episodes to have the audience question, what is life.

In terms of the show world itself...I'm guessing they couldn't get it right. Data's positronic brain being such a breakthrough...that basically no one could replicate it . Without that breakthrough nothing probably was functional enough. At least nothing that you'd have as a cast member.
As to whether they have a fair number of robots as tools...maybe. Could be that societies developed with that idea that people should when possible do things themselves. Use tools as much as necessary, but be the people out there doing things. Or they simply hit a technological wall that they couldn't get past. Robots developed to a point, but being unable to design a positronic brain they simply went down alternative tech paths. How they handle robots has me curious or concerned. They should realize the lack of robots throughout Trek. If you start introducing robots en-mass then you are going to have to explain why they disappear from history after that period. And obviously you can't have anything remotely as advanced as Data considering how far in the future he is from this series and how impossible it was to develop what made him special in the first place.
