From the writer's notes, if I remember correctly. I seem to remember he had the idea of Miku as the one who provides emotional support and normalcy to Hibiki, and only accepted to let her into the action in season 2 in exchange for letting him do what he wanted with her character in the following seasons, which explains why her role has been so low-key ever since.
And just to be clear, I do respect the dude having a clear idea of her character setting and wanting to stick to it. Problem is the story has been dropping hints since forever that she should be fighting. Heck, the latest season ends up suggesting she might have some sort of god-slaying powers and whatnot. So it feels like refusing to let her fight at this point is just being stubborn and detrimental to her character.

I have been hoping to see her having her own gear but it never happened. Even AXZ had her in a gear, so I am hoping it does happen. But to be honest, when I saw the art, it was a hint that she wont be fighting. What I couldnt understand is why put her as one of the important character in the art but most of the time, she is like a supporting character.

If nothing else they've set the stage for Miku if they care to run with it. After all they never needed an explanation for Hibiki being able to transition from a relic fusion to a 'normal' user of a Symphogear. But we got that and they effectively stated that Miku could pick up a relic and go at any time.
At the very least this season has a good chance of being focused on Hibiki and Miku. While last season had some parts for both it wasn't really a season that focused too hard on them. But whether it is humanity or...other threats they are bound to be at the center of things with what as revealed last season. I don't mind much either way if they give Miku a gear or not. If her character arc leads to a point where she wants to fight then great, if there's another route to take with her that's fine too. Either direction can be justified within what her character has been through. Her value isn't lessened if she does fight and isn't lessened if she doesn't. Outside of Miku's combat role, I'm curious about the timeline. The past few seasons have been a series of major events without much gap between them. But the warmer clothing for casual character designs and the promo image showing footprints in the show makes it seem more like we'll be jumping into winter. Would certainly give a chance for events and conspiracies to develop behind the scenes after the events of AXZ. Which is weird considering the prologue material talked about Summer. Maybe we start in Summer and get a small time skip in-season.

I recall in the final episode of the first season, I thought Miku was going to become a Symphogear user when she was almost killed in the noise attack. Looking back at how it happened, it looked like when Hibiki became a Symphogear user. Well, that was a let down and when she did became one in season 3 (?), I was like yes... but then she did not.

Miku is pretty reliable on the rescue front. Did a ton of saving in S1 (saved multiple people from noise attacks, saved Hibiki from despair and berserk mode), S2 (the relic fusion and closing the treasury), S3 (a bit less saving, but did still help Hibiki through her emotional issues), and of course S4 in saving her from that god power state. Miku's screen time can vary, but she's always been someone saving Hibiki either physically or emotionally.

A good pv. Obviously they have more details elsewhere. But doing a good job keeping things under the radar for the preview itself. You don't see what is attacking them or what they are fighting. Just a look at the new gear outfits in motion and of course confirmation that Miku is keeping up on her piano practice . Also did like the teamwork such as Chris bringing back her beam defense to cover Tsubasa.
