See, I'd agree you with you on Evangeline just because I don't think she is really ever completely "good" now. She helps the hero of the story though so probably disqualified.

Yeah, Eva's in gray territory. She changed sides in the sense that she started out antagonizing the main character and now helps him, but I don't think she's any less 'evil' than she was at the start of the series; her motives are still entirely her own and probably unchanged.

The Romanian twins from Black Lagoon you might sympathize with because of how they came by their views, but their actions and rationale (kill because those who kill have earned the right to live) were totally evil. Revy's not exactly a moral authority, but I side with her when she said that it was for the best that they were killed.

My mistake it was a boy, damn it I don't know why I remember him as a girl. Oh well I will just make a excuse saying that most character in Code Geass are pretty, even the male one .

well perhaps not intrinsically evil sort of like eureka just bad company, but she seriously gets into fighting gekko state but again i think it was more to get dewey's approval, but she was definitely not a nice girl.

only thing i can come up with would katejina from V gundam but she was pass loli-consomation-date :/

edit :
cant remember much but arent some of the characters in narutaru kinda evil.
havent read everything in bokurano but i m sure there are some female character that could turn evil.
could we concider misa-misa a loli in deathnota cause she could be a playfull evil loli (had she not been manipulated so hardcore)
maybe medusa from soul eater since her current incarnation is a little girl.

Still think Road Kamelot from D.Gray-man is a pretty good choice, although she's really the oldest Noah.

I think Ilya from FSN can still fall into the category OP proposed. Not in the anime, but the plot of the second route of the visual novel, Unlimited Blade Works, never had her convert sides in the end, so she basically remained a villain after her initial debut with berserker.

Other than that... Code Geass actually has Anya (?), who is supposedly an antagonist, atleast for now...

Nanoha A's had Vita, which would qualify as much as Fate would from S1.

I recall TMoHS had that one villain that appeared for 2 episodes trying to kill Kyon, does she count?

Do any of the support characters from Higurashi satisfy the villain role? Certainly if you only look at the individual arcs they were fairly evil.

There's no one else I can think of that hasn't already been mentioned...
