Well, I'd argue that he isn't quite as messed up in the head as he sometimes was in season 1. I'd say he is a lot better than before.

So he was messed up when he gave Lelouch to the Emperor, but had a year to cool down? Okay, I'll buy that... but I'm still going to be on the lookout when Episode 5 rolls around

I'd say he probably has the last of his old personality taken away from him, though I could be wrong.

In the premiere, Fukuyama said in Ep1, there is a hint about where Diethard and Lakshata is hiding.
Ep1 can be concluded into 3 parts: Lelouch's everyday life, Flying Swallow 4 Operaton, and the Chinese ambassador arriving.
The previous two don't seem to have anything to do with them. So that leaves the Chinese. And we already seen Sayoko in Chinese clothes.
I bet Xingke didn't pick to arrive on the same day OotBK raids the tower for no reason.

Xingke picked the arrival date/organized the visit to Area 11? That's news to me.

Because while Xingke clearly holds a reasonable degree of power, he is still under the eunuch... of whom he is clearly guarding for the visit.

He could suggest. I doubt if Gao Hai would plan details for the trip himself.
You know those big boss are always too busy to arrange their own schedules, and instead have their secretary or subordinate do so.

By the way, could it be so that this ambassador Gao-Something is really just a pawn? Xingke holds the real power, but makes his moves in shadows. That would be interesting.
