It handles the aftermath of the previous arc, while also introducing some concepts and characters and props to get us excited for the next season.

That's exactly the same thing that happened with the previous season, they announced summer camp, and Tomura and Deku had a little heart to heart. They also introduced a bunch of League of Villains characters who wouldn't actually get to do anything until the next season.

It's the exact same structure.
