Note I said *everyone* And the AARP is full of it, statistically, the elderly (including me) show significant declines in reaction time and visual acuity as they age. A government should focus expenditures on the areas that return the most bang for buck
However, my country has so many people of any age who can't drive for shit, I'd welcome periodic retesting and required continuing education for every license like airplane pilots have to undergo. Think of the job creation (but it might be cheaper to go the mass transit and google-car route <rofl>).

We have some mass transit systems. But because of just how spead out the major metropolitan areas are on the West Coast, some of it is impractical.
The idea of bullet trains to get from San Francisco to Los Angeles has been brought up before. But some consider it a waste of money just to get from one major city to another when it is 400 miles away and you have airports handling that already in 45 minute hops.
