As I had stated in my previous report, I have went to gain direct contact with the subjects #47C6 Threshold and #47C7 Pain. Working together with Knight Shamal, we have found a pattern relating to thier appearences, having commonality with past large-scale battles and Lost Logia incidents.
Using this information, we have intercepted them above the sea between Reztoria and Gazaria in the 18th non-administrated world. As you may know, this was the stage of the Battle of Tides thirty years ago. Just about as soon as we found them, Threshold casted her spell limiting our abilities. While Libra and I fought, Knight Shamal scanned them. Communication with the two seemed useless as they don't seem to want to talk much other than their pain. Although we were soundly defeated in that battle, Knight Shamal has managed to get some interesting information.
First was the nature of their Linker Core. Knight Shamal detected some abnormalities with their Linker Cores. Whenever we casted spells around them, their Linker Core seems to have reacted to them. Knight Shamal suspects that this is what is causing them their pain. If their Linker Cores are reacting to our magic, it would explain why it is difficult to approach them without them noticing. Also, if this is true, the scythe's "curse" may have been nothing but a superstition.
Knight Shamal also suspects that they might be using Ancient Belka magic, although she was unable to confirm it. Of course, due to the similarities of the two types, it can be difficult to tell. Pain's scythe is of Ancient Belkan origin, so it's possible she managed to learn the magic from it, and from there the magic may have been taught to Threshold. However, information on Ancient Belkan magic is rather lacking so perhaps you can get more insight into this.
Now, the most important thing we've learned is that there's a high possibility based on patterns so far that #47C6 Threshold and #47C7 Pain will appear in Uminari city in the island nation Japan of the 97th non-administrated world at 31/12/0072 or on the eve of the new year. I don't believe we can allow a repeat of the last time the two has appeared near a populated area. Forces must be mobilized in order to protect the people there. Failure to manage this situation will result in a disaster.

The limiter affects magical output capability. As for what that means, I guess it's up to you. The general point is that these turn the characters into a weaker version of themselves. Their strengths remain strengths, their weaknesses remain weaknesses. However, the general capabilities(i.e everything) are lowered to a certain point. This of course will not affect weaker characters as much as the stronger characters as it will only go down to B-rank. Flight capabilities remain, although may be more limited.

By the way Treshold could apply limiters just after getting you in her line of vision is gonna spell trouble for many characters here. Provided Pain could handle almost everyone of the nerfed characters. The way things are going, maybe the protagonists from the series might get heavily involved.

What's the point of a villian that won't cause trouble for the good guys? Of course it's not going to be easy, but it's also not going to be impossible. And, uhh… yeah, I also planned for the main protagonists to be involved too. I think Nanoha, Fate, and Hayate would be interested in protecting Uminari City.

Later that night, while attending his sister to sleep, Takeru overhears a German conversation coming from the room the woman is at. He approaches the room and sees the woman conversing with an assault rifle; thinking that the woman is a terrorist he calls the police but is immediately apprehended before he can make any call. Too frightened to fight back, Takeru can only ask the woman of what she was doing; she introduces herself as Frieda Johansson, member of the Knightly Order of the Holy Belkan Empire and she is stranded on Earth after a battle with a Visalian warrior that left her injured. She explains that she tries to communicate with Silberkugel, her Armed Device that gets Takeru misidentifies her as terrorist but the Device isn’t responding. She is worried whether Silberkugel has broken down since it is her best friend since she became a Belkan Knight. Takeru asks if he can take a look on Silberkugel. He approaches the damaged Device and examines it carefully; he is awed by the technological degree unknown to him and wonders if he can use it.
Takeru’s home is suddenly attacked by a group of aggressors Frieda identifies as Visalian warriors. Still injured from the previous battle she is unable to transform into a Knight but ignores the condition and protects the siblings from harmed by the aggressors. As the battle intensifies, Takeru suddenly hears Silberkugel’s voice inside of his head, asking him to activate it. Baffled because he mysteriously understands the Device’s German speech, he takes no chance of letting the aggressors destroying his home and calls out the Armed Device’s name.
“Come forth, Little Buster!”
In a transformation that surprises not only Frieda but also the warriors, Takeru becomes a Belkan Knight and uses Silberkugel, now renamed Little Buster, and uses his newfound ability to drive the aggressors out of his home. As the battle ends, Frieda asks Takeru how he can easily gain trust of Silberkugel when she has difficulties doing the same for seven years; Takeru simply states that the Armed Device asked him to call out its name and he just did what it asked.
Frieda later discovers that Takeru is gifted with the ability to use old and new Belkan magic, but is unaware of his talent for almost his entire life. She foresees his future as a Belkan Knight and asks him if he wants to become her apprentice. At first Takeru is reluctant to leave his current job and worried of her sister, but the woman assures him she will take full responsibility over their custody. The boy agrees but with a condition that he must be permitted to see his sister in monthly basis.
Takeru completes his training with Frieda and her fellow Belkan Knights after a year, but instead of joining them he becomes a bounty hunter, the job that later takes him travelling around the world. He entrusts his sister to Frieda and promises to return home with enough money so that he and Yumemi can go back to their real hometown in Japan. The truth is he wants to find the person responsible for ordering the Visalian warriors to attack his home and hurt Frieda; he also wants to learn the truth of his parents who disappeared after Yumemi was born.
POWERS
Sturmform: the default mode of Little Buster. It bears resemblances to the AK-101 assault rifle series. Translated as “Assault Form”.
Scharfschütze-Form: translated as “Sniper Form”, Little Buster transforms into a sniper rifle for long-range bombardment attack. It comes with viewfinder and uses specialized .300-calibre magic cartridges, and shares the characteristic of the M24 Sniper Weapon System (SWS).
Panzer Faust: Takeru uses all cartridges and transforms Little Buster into a high-powered anti-material rifle, which appearance is similar to the South African Denel NTW-20 anti-materiel rifle.

Is this the shouta sniper? Wow. Funny how Teresa the MC sniper prefers closer ranges than this NV sniper. But she can snipe, until Uruzu 6 tops her.
Kinda unconciliable this NV sniper, given the short ranged nature of V magics, but I guess that's why you ran out of spells. I suppose this rifle's got a "beam bayonet"? After all, Cross Mirage has one, Teresa's primary device has one, and with Little Buster being a NV device all the more should have one.

As the battle ends, Frieda asks Takeru how he can easily gain trust of Silberkugel when she has difficulties doing the same for seven years; Takeru simply states that the Armed Device asked him to call out its name and he just did what it asked.
Frieda later discovers that Takeru is gifted with the ability to use old and new Belkan magic, but is unaware of his talent for almost his entire life. She foresees his future as a Belkan Knight and asks him if he wants to become her apprentice. At first Takeru is reluctant to leave his current job and worried of her sister, but the woman assures him she will take full responsibility over their custody. The boy agrees but with a condition that he must be permitted to see his sister in monthly basis.
Takeru completes his training with Frieda and her fellow Belkan Knights after a year, but instead of joining them he becomes a bounty hunter, the job that later takes him travelling around the world. He entrusts his sister to Frieda and promises to return home with enough money so that he and Yumemi can go back to their real hometown in Japan. The truth is he wants to find the person responsible for ordering the Visalian warriors to attack his home and hurt Frieda; he also wants to learn the truth of his parents who disappeared after Yumemi was born.

Nice. You should add 'Breaker' to your Panzer Faust in order to get a reservation for the next Ace in Kha's list. He really looks like he will fit in IF he eventually joins the TSAB.
By the way Treshold could apply limiters just after getting you in her line of vision is gonna spell trouble for many characters here. Provided Pain could handle almost everyone of the nerfed characters. The way things are going, maybe the protagonists from the series might get heavily involved.
Serge could probably take them on, especially considering their determination to inflict magical damage. Going alone would still be risky though, and it's unlikely he'd get involved unless directly ordered from above on top of that.
BTW how do limiters work with high-level abilities like time manipulation or messing with someone's existance (didn't expect anyone to go that far )? Do they prevent their usage completely or gimp them in some way?

Background:
Satoshi was born in Yokohama, Japan, in the Mid-Childan Year 0050. His father, Kojiro Kazukuni, was an accomplished TSAB officer, serving under Clyde Haralown at the time. His mother, Lucette Kazukuni, was a Mid-Childan mage who was also working with the Haralowns, this time with Lindy Haralown. Satoshi never knew his father much, he was one of the unlucky few that was absorbed by the Book of Darkness when it was out of control on board the Hestia 21 years ago. He was also born with a knee defect which wouldn't enable him to participate in athletics. He had a lot of magical ability, though, as observed by his mother, and it was found out that his Linker Core was able to restore magic faster than a normal Linker Core. His dream was to follow in his father's footsteps, and his mother supported him in any way possible. His knee defect was just another obstacle, and Satoshi would willingly run to beat that, although he would fall down from the immense pain. Still, he kept going at it, and it was found out that the defect was slowly, but surely fading away, although he would have traces of that for the rest of his life, and that it could be back at random points of his life. It was found out that his Linker Core could also regenrate minor injuries, which led to the fading away of his defect. On a cold and rainy day in the year 0058, Satoshi was trying to find shelter while going home from his running when he fell and saw a obscure building, covered by trees and branches. Satoshi went in the building, and it led him down to a room where he found the device that he still uses today: the Dual Device named Cipher. It was a trap, though, since a hidden shadow-like apparition attacked him instantly. He was defenseless at first, but the device activated, citing that it was unlocked. Disregarding this, Satoshi managed to defeat the apparition with ease. It turned out to be a test which the Device had made, and that it proved that Satoshi had deserved to keep it, which he happily agreed. The Device also gave Satoshi another thing besides itself: the rarely-used style of Ustio, which he learned during his sudden fight. Upon going home, he has told his mother about the day and was more worried than happy. She decided to help Satoshi finally accomplish his dream, and send him to become a mage, and was sent to the TSAB training academy. He was an excellent trainee, and was seen from the instructors as having the potential to become great. He had also made a lot of friends in the academy, some of which would work with him in the later years of his life. During this time, he had met Chrono Haralown, and both of them became friends before Chrono was off to be trained under Admiral Gil Graham's twin familiars. He was selected to participate in a special program for studying new styles. This is where he found out about the limits about Ustio, and where he honed his skills.
He was then placed under the command of then-Captain Alexi Bulgakov, leader of the newly-formed Sky Squad, another person from Earth and another practitioner of Ustio. He taught Satoshi many of Ustio's spells, and taught him on how to fight with Cipher effectively within the time limit, and he became a sort of father figure to Satoshi. His unit, which included one other person from his academy days, Sydney Megane, were sent on several missions, dealing with unknown or highly dangerous objects, people, etc. Satoshi proved his worth in these missions, showing great leadership skills, while seeing many of his comrades and friends die, many in agony, including Teana Lanster's brother, which he had met the day before. On one mission before the final Book of Darkness incident, he was supposed to protect a group of injured mages, being caught in an ambush with a early prototype of the Gadget Drones, when one of them suddenly attacked the mages. Satoshi tried to block the shot off, but was too late, and was hit squarely in the Linker Core. By an amazing set of coincidences, though, the shot only managed to exactly go through the Linker Core 7 centimeters, and Satoshi, although he did not know it at the time, accidentally became the youngest person to bypass the Ustio time limit. He then spent 2 months in a coma, his Linker Core healing itself. After he woke up, he was advised to take a break, and so he did, going to Uminari City, where his mother had recently moved in. 5 days after he moved in, he was visiting the Uminari University Hospital to check his knee defect when he saw a girl in a wheelchair near him, reading a book. He commented on the book, and they talked for a while before going to her appointment. Little did Satoshi know, that the girl he spoke to, Hayate Yagami, would play an important role in the days to come. A week after that, he was sitting down on a bench when everyone seemed to disappear around him and the sky changed. From his experience, he knew that this was a magical barrier and stood up, hoping to see what or who casted it. One moment before, he was standing up, wondering what happened. The next, he was now in a fight with a pink-haired woman, wielding a device that looked like a sword. Fighting for what seemed like an eternity, the battle eventually came to a standstill, with both people severely injured and Cipher damaged. A decisive blow was prevented, as TSAB mages were arriving on-site. Before she left, though, Satoshi found out about the woman's name: Signum. The mages who arrived to the scene saw him gazing at his left, not caring about anything else, even his injuries. He recovered on-site, thanks to medical mages, and after testifying what happened, he went home, thinking about what had just happened. It wouldn't be long before the Kazukunis were ordered to go back to the TSAB Main Office. There, they were informed of the Book of Darkness case, and Satoshi was again interviewed to find out who had attacked him. He found out that the person who attacked him, Signum, was one of the Wolkenritter, and he was lucky, as he managed to not fall and get his Linker Core drained. With this, he requested that he be put back into service and to be with the group who were investigating the Book of Darkness. He was granted permission to do so, and although he wasn't put with the investigative team, he was allowed to get information to them. He met with Chrono again, pretending to not know him, but Satoshi couldn't keep it for long. He also met with Nanoha Takamachi and Fate Tesstarossa, and was amazed at both of their skills. Seeing that (and after hearing Chrono saying not to be on Nanoha and Fate's bad side), he decided to become friends with them. He then participated with the investigation, while keeping hidden from the Wolkenritter and visiting Hayate to help her, which was very hard to do. He also requested an upgrade to his Device, seeing how Cipher was damaged in his battle with Signum. Still, like everyone else, he didn't know who was behind this, until he was going back to the Uminari University Hospital to strengthen his cover. There, he saw Hayate, and to his surprise, Signum. Luckily, they didn't notice him, and he went to the appointment as planned. Going home, thinking about what happened, he decided not to tell the team until the time was right. He saw how Hayate and Signum were close, and he didn't want to break that, even though that more mages, more friends might die. He never told anyone, and as the investigation went to its twists and turns, he never got a chance to tell. After seeing the "masked men" himself, Satoshi suspected that it was someone else in the TSAB that was high-ranking, and he told Chrono about this. He didn't believe it at first, but when Fate was attacked by him, Chrono started to find out who they were. Before the final battle, he saw Hayate one last time, and saw how much pain she was in. Leaving a gift, Satoshi told her about the pain he went through while getting his knee back to normal and told her to bear what she was going through, it would get better eventually. Hayate agreed, and he left. When he heard about the situation with the Wolkenritter on the hospital, he want back running, only to find the Book of Darkness had been completed, and Reinforce was there. He managed to escape the field, but was forced to watch, as he didn't have Cipher yet, it was still being upgraded, and he believed that he wouldn't have done much good anyway.
He met up with the Wolkenritter again after the battle, and saw Signum again, as well as the others, and was surprised that Hayate could have magical abilities. Satoshi didn't see Reinforce that long, as he had little time to do so because Cipher's upgrades were complete. He also missed seeing Reinforce gone, as he had to be taught on Cipher's new abilities, and spent the whole day getting used to it. He visited Hayate after that, and consoled her with the loss of Reinforce. After that, he went back to his unit, working on several missions again. The case had affected him deeply, though, as he now wanted to have the ability to protect his friends, not just wish it. He had learned of Nanoha, Fate, and Hayate working for the TSAB itself. He was pretty mad of them at first, but eventually became used to it. He rose up through the ranks, eventually gaining Enforcer rank and also was given command of Sky Squad after his former captain got whole command of the 216th. He continued to see everyone, in spite of his new job, always finding some way to get his tasks done on-time. He was also present when Reinforce Zwei was born, standing quietly in a corner while everyone was crowding around her. His mother was in bad health during these times, though, and Satoshi was always concerned about her. Just a day after his 18th birthday, Satoshi's mother passed away, her last words being that Satoshi was like his father he rarely knew and to keep that always. He now seemed to be a bit depressed, always trying to hide that to not worry anybody. This stayed with him until the fire at the Mid-Childa 8th Coastal Airport happened 4 years ago. Being one of the first mages there, he managed to rescue a good number of people before reinforcements came. The people he rescued reminded him of his mother's words and of what everyone's life meant. After this he started to be more cheerful, and he changed for the better. When Hayate decided to make Lost Property Riot Force 6, Satoshi was one of the few mages that agreed with the unit, and made his commanding officer, the now-ranked Major Bulgakov agree with him. Despite Hayate's attempt to put him in LPRF 6, he refused, saying that he would do better here and joking that if he came there, he would be the cause of breaking the whole unit up because HQ would be pissed that the whole unit was taking all of the good mages away. He now resides in Mid-Childa, doing his job, although recent events have made him wonder what would happen now...
Personality:
Satoshi is pretty friendly, and a lot of people who met him have actually liked him. He likes to be with people, although sometimes, he wishes to be alone, for some reason or another. He is also a jokester, liking to make people laugh, but sometimes, his jokes are more annoying than funny. He addresses his friends and squadmates with their first name without honorifics, and he prefers to be called Satoshi, although some people, such as Hayate Yagami & Nanoha Takamachi, call him Sato-kun, which he takes in stride, although he addresses his superiors in a formal way. He also takes insults well, although if it goes too far, he can break and give whoever is doing the insult a world of hurt. He is very wise and very intelligent, helping fellow squadmates and others from trivial things to helping them with training, and is concerned when one has a problem. He believes that everyone can do what they want to do; anything stopping them is just an obstacle. Interested by how devices work, he regularly goes to either the Tech Department or the Lost Property Riot Force 6 Maintenance Station, where he just sits down and just stays there silently, while at the same time giving a bit of advice, although he has little to actually give. He's sometimes indecisive on some trivial stuff, such as what to eat, and he does seem like he's spaced out a lot when someone's talking to him, but he actually hears them, which gives some a bit of a surprise. In combat, though, he is a whole different story. Mostly dropping his easy-going and joking personality, except cracking a joke to ease his squad's tension on route to the mission site, he becomes dead serious about the mission and the lives of his fellow squadmates and friends, something that he learned from his father. He takes his opponents seriously, whether it is a powerful enemy or a weak one. He never underestimates an opponent, even with his skills. Inside, though, he's pretty shaken from seeing friends die and fearing that the friends he has now will probably be gone before their time.
Magic Style:
Ustio is a magic style combining Mid-Childa and Ancient/Old Belka, perfect for those that want to get in close, but still have several shooting abilities in mid/long-range combat. It forces the user to be aggressive in combat, but to think things through fast, giving the enemy either little to react or to confuse them into making a mistake. Its users are fast and deadly . Ustio's bombardment and shooting type spells are faster to fire in a hurry and take less magic to use, but are inherently slightly weaker due to the speed, since these types of spells are either used in a first strike or a way to get enemies "off your tail", so to speak. Its melee type spells are also faster, but suffer from having to use more magic and also being weaker than its original spell. It has several flaws, though. Its agressiveness can backfire on the user, provided that the enemy has enough time to plan out their attacks and if they're calm enough. It requires users to be physically and mentally fit, since all of the spells push the user's body and mind to varying degrees, depending on the spell itself. Most of the spells are actually, at the least, moderately draining, and can't be used by people with weak Linker Cores. The reason for this is that the style "overheats" the Linker Core due to the massive workload of the spells causing a lot of energy, and in an attempt to "cool" itself down, tires the user out. In Satoshi's case, his Linker Core actually worsened the condition, cutting the time by half. There are two known ways to pass this: either be born with a Linker Core that can handle the extra work or to get the Linker Core pierced by another energy/magical source 7 centimeters, which would have an octagon, circle, and a triangle on the area where it hit as a sign, but making the user be in a coma-like state until the Linker Core heals, using the extra energy to repair the wound, which also served as the "fan" to the extra energy. More than 7 centimeters, and the user would die an agonizing death. Less than that, and the sign would show; the user would probably die, albeit painlessly.This style is rarely used; those who have used it are either dead or have turned back on it and used the Neo-Belka style. Even at this stage, there are about 10 confirmed users of the Ustio style in TSAB active service right now, including Satoshi himself. Of those 10, 7 have been born with Linker Cores necessary to handle the pressure. The remaining 3, including Satoshi, have lived through the second option, with Satoshi being the youngest one to both live through the second option and to learn the style. Despite its rarity and flaws, it is a style not to mess with.
-Magic Circle:
One outer octagon and one inner octagon, with the outer one turning clockwise while the inner one turns counter-clockwise. Between the space made by the two octagons, there are four circles, having the Roman numerals 1, 50, 100, and 1,000 in a cross formation.
-Pros:
- Good hybrid style.
- Can handle almost all types of situations.
- Aggressive style in combat, which could make enemies falter.
-Cons:
-Aggressiveness can backfire.
-User has to be physically and mentally fit, and even then, the style is draining.
-Attack spells are draining if used in extended combat.
-Has a time limit to use, although there is a way to pass this.
-Method used to pass time limit is extremely dangerous.
Armament: Dual Device- Cipher Novus/Solo Pixy
Satoshi's Device, which has been with him since age 8. It seems to be a hybrid of an Intelligent and Armed device, but it has several noticeable differences. First, it's AI seems to be more advanced than standard Intelligent Devices, leaning to the ability and sophistication of Unison Devices. The AI also contains a personality, similar to its own user's. Dual Devices can speak in English,German, and Japanese, which is helpful to the user and the people around it. They could also address their user in several ways, or if wanted, to not call them any titles, which is what Satoshi has done. Similar to Armed Devices, it has a cartridge system, but the Dual Devices use caseless cartridges. Caseless cartirdges were made to address the problem of not having enough cartridges ready in an Armed Device. Caseless cartridges have all of the magical energy contained in the bullet-like shaped capsule themselves, contained by a special metal called Philomite to prevent the energy from blowing up the cartridge and possibly the user. Cipher can load up to 50 of these cartridges in a detachable box magazine, making it lighter in weight and meaning that Satoshi doesn't have to reload as much. The magazine is loaded parallel to the loading mechanism, making reloading easy, as Satoshi has to slide out the magazine, slide another one in, and push it in to lock. Unfortunately, Philomite is not cheap, and it is hard to make these types of cartridges, which means that Satoshi can't really use that much cartridges. The AI is also able to handle the cartridge system quite well, which is unusual for normal Intelligent Devices. It also has another unique ability: the Dual System. Apparently, Dual Devices can store one Storage Device to use if the user requests it or if the AI thinks that the situation is necessary to use it. The Storage Device will function as it has been set to do, but the AI has been replaced with another, more advanced version that is unlike regular Storage Devices. They can't be replaced or taken out, and all upgrades to it must be accepted by the main system itself. It has its advantages, as two Devices can be used for the energy drain of one Device and that they could be switched between themselves easily. These Devices can also make a shadow apparition of some person, although that can be activated only once. The Device still have a lot of mysteries though. For all of its ease and customization, its system is still researched, as most of the system code is encrypted and is hard to crack. The Devices have only been found, not made, and can't be used by anybody, except by special people. How it unlocks for certain people is still being researched, although there is the theory that Device can only be unlocked by someone with a Linker Core signature similar to who used it when it was first activated, although that has never been proven.
-Cipher/Cipher Novus- Cipher is the Main Device, and is the one Satoshi uses for most of his combat time. In its sealed state, it takes the form of a necklace that has 3 arrows forming a sort of airplane. In its unsealed state, it resembles a yari 20 ft long with a broad spade head. When Cipher was damaged during the fight with Signum, it requested an upgrade to its current form. The result, after a lot of disagreeing with Cipher is its upgraded form: Cipher Novus. Its sealed state is the same, but when unsealed, Cipher takes the form of a magari-yari (cross-shaped spear),which is the first form, Cross form. Cipher has two other forms: Defender Form, which takes the shape of a katakama yari (spear with a L-shaped blade), and Rush Form, which takes the form of a kama yari (cross shaped spear with the offshoots angled downwards). The Barrier Jacket also changes with the forms. Cipher's AI personality resembles Satoshi's own personality, although it will become blunt and stubborn at times.
-Pixy/ Solo Pixy- This is Cipher's Dual System Storage Device, and the one that Satoshi uses in special occasions. Pixy takes the form of a shotgun with a extended blade near the pump. When Cipher was damaged, so was Pixy, and an upgrade to Pixy was made. Solo Pixy, the upgraded form of Pixy, still has the form a shotgun, but the blade can be called if it needs to be. It is also upgraded to use ice-based attacks, similar to Chrono's Durandal. Pixy's AI personality is sort of a risk-taker and gambler, but is always a ready AI.
Incantation:
As people fight, there are three types of warriors: those that live for glory, those that live for strength, and those that can turn the tide of a battle. To be one is a privilege; to become all is a honor. Now, Cipher, set up!
Fighting Style:
In the past, Satoshi's style had been to just charge in and take out all enemies, using his magic style to help him do that. After seeing his friends die just by charging into the wrong place at the wrong time, he started to slow down a bit and think about what to do before he went in, but his main style of charging in was prevalent. His current fighting style now is to plan ahead, but to think on your feet and fight when necessary. He uses whatever spell is necessary to the current situation when fighting, and he uses some spells as diversions, attacking the enemy when distracted. He also has been known to be crafty with his spells, and use them in unexpected ways. He usually tries to not kill, instead preferring to take targets down unconscious, but will use lethal force if forced to. He sometimes uses the caseless cartridges, but doesn't really like using them excessantly.
Barrier Jacket:
His old barrier jacket was a dark navy blue long-sleeved shirt with a dark green flak jacket, dark navy blue combat pants, and tan combat boots. At that time, he didn't need to worry about cartridges, so he never had a place to use them.
After Cipher was upgraded, Satoshi's Barrier Jacket changed to suit his style of fighting and because he was getting tired of it. His upgraded Barrier Jackets are these, changing by which form Satoshi uses:
Cross Form:
His Barrier Jacket consists of a gray-blackish long-sleeved shirt, what looks like denim jeans, and combat boots. They are covered by a dark gray trenchcoat that ends at the lower leg, near the ankle.
His hands are covered by black fingerless gloves, similar to Nanoha's, but with a rectangular opening at the top. To finish it off, he has a long rectangular pouch strapped on his left leg, containing 4 magazines as backup. This provides Satoshi with a balance of mobility and speed while giving him a good defense. Defender Form:
The trenchcoat is gone, it is replaced with a white kusazuri and detached upper jacket, lined with purple, and Satoshi's shirt, pants, and boots also become white. The chest area is now reinforced with something that looks like a combined tactical vest/body armor, and this is where the magazines are now located. He also has what looks like to be white sode, kote, and suneate with blue trimming around them. Satoshi's mobility and speed is hampered, but this is the most armored Barrier Jacket Satoshi has.
Rush Form:
Satoshi's Barrier Jacket now takes the form of a black long coat with a high-rise Mandarin collar, black formal-like pants, and black formal shoes. His magazines are now located inside the coat, by use of specially made pockets that are designed for the magazines. Satoshi's mobility and speed are increased,
at the cost of having almost no protection.

Eagle's Eye: This spell affects the eyes, and is able to locate, count, and see enemies by using a combination of sensing magic and wavelengths. This gives Satoshi situational awareness better than normally. He could also cast it without a magic circle, having trained with this spell to that point; all he needs to do is to blink his eyes while focusing the spell in his mind. It could be beaten, though, by high speeds, and a lot of magical energy around the area. It is identified by the lighter shade of Satoshi's eyes.
Erschütterung Rand (Vibration Edge): This spell modifies Cipher's blade by using small ultrasonic generators inside Cipher itself to vibrate the edges very fast, which makes it easier for Satoshi to cut through objects. With a bit of magic covering the edges, he can also cut through AMF fields, albeit for a short time, as the blade only disrupts the AMF field, not destroying it. Uses 3 cartridges.
Electroptic Stealth: The user is hidden from actual sight using magic to reflect light away from them, making them "invisible". This can also "defeat" thermal and motion sensors, fooling them with electromagnetic signals that "tell" them otherwise. This takes a lot of magic energy to activate, and itcould only last as long as the user has enough focus to keep it.
Blade Extend: Satoshi takes out Pixy's energy blade to use in close combat situations.
Movement:
Trapar Wave Flight: Using electromagnetic energy, wind, and reflective films under the shoes that gather magical energy, Satoshi is able to fly through the skies using this spell. It leaves almost no trace, save for a slight distortion of the wind, and is useful for stealth missions.
Mach Move: Contrary to the name, the user does NOT go at supersonic speeds. It is a variation of Sonic Move where the user goes at higher speeds than Sonic Move. The effect also lasts longer, but is even more draining than Sonic Move.
Zero Shift: Satoshi's most useful and draining spell, and it can only be used in Rush Form. Using magic and the Barrier Jacket itself to compress the distance of one point to another to zero, Satoshi can seemingly teleport anywhere over a short distance, attacking enemies at one point and taking down another one in a split-second. This spell is extremely draining, as it is a SS+ ranked spell, and it can only be used for 10 seconds by Satoshi himself. After that, Satoshi is tired to the point of collapse. He has only used this once since the discovery of this spell, and it nearly left him dead. Thankfully, his Linker Core's special abilities managed to save him, although he was in critical condition. He only would use this if there was no other option left. Uses a full 10 cartridges.
Offensive:
Burst Shooter: Similar to Accel Shooter, but shoots eight extremely high-speed magic missiles, fired from the eight points of the Ustio octagon. Satoshi can fire these in rapid succession, creating an offensive
barrier in the process.
-Breaker Burst Shooter: An upgraded form of the Burst Shooter, this is fired slower due to the barriers made to each of the missiles, but these can break AMF fields that are used on the smaller Gadget Drones. It doesn't affect the AMF fields on he larger Gadget Drones, though.
Sioric Wave Buster: Eight separate lasers from the points of the Ustio octagon form into one huge laser, which Satoshi shoots out. Uses 4 cartirdges.
Breac Wave Breaker: Using 2 cartridges, this spell collects magical energy in a wave. Aside from that, it is not that different from the Sioric Wave Buster except it's more powerful. It is much slower to fire than other similar working spells.
Shotgun Blast: Satoshi sends out several small spheres that explode on impact. The max range of this spell is extremely close, hence the name.
Haubitzefaust (Howitzer Fist): Satoshi gathers energy into either Cipher or his fist and hits a target with it.The power generated can break hard objects or obstacles and can seriously hurt people if hit right. It is slow, though, due to the energy being gathered before Satoshi hits the target.
Bloody Dagger: The same spell used by Reinforce, with some alterations. Satoshi's can hit faster and go longer, but he can only cast it in an arc, not a full circle. Uses 3 cartridges.
Close Barrage: With Pixy, Satoshi shoots at enemies from different directions at random times before shooting a final barrage everywhere. Uses 4 cartridges.
Swords of the Azure Sky:Satoshi's most powerful AoE spell. Using Stinger Blade Execution Shift as a base, Satoshi makes 3 pairs of 100 blades and fires them, each with even more speed and power. It is tiring, although it is not Satoshi's most draining spell. Uses 6 cartridges.
Rhongoviant: The ground below the target is covered by the Ustio octagon. Then 8 swords on the points appear, containing the target. Satohshi makes several high-speed targets before the 8 swords impale the target itself, still contained. Due to the immense drain and the brutality of this spell, Satoshi rarely uses
this. Uses 8 cartridges.
Gale Saber: Similar to Fate's Arc Saber, Satoshi wraps Cipher's blade with wind, increasing the attack range a bit. It can also be thrown, and it gets faster the more distance there is between him and the target. Uses 2 cartridges.
-Rush Saber: Same as Gale Saber, but in Rush Form.
Gale Javelin: Satoshi makes 4 javelin-shaped projectiles that he throws. It could only go in a parabolic angle, but the projectiles are guided by him and can be used to attack from above.
Crosswind: Satoshi gathers wind on Cipher's edge, and then cuts in a cross pattern, making a cross-shaped projectile that can't be guided, but can be used 4 more times before Satoshi uses all of the gathered wind.
Hurricane Barrage: One of Satoshi's AoE spells, he creates fast-moving winds that target and hit enemies in the immediate area Satoshi is in.
Sturmwind (Storm Wind): Satoshi sends out two wind blades. Particles in the wind blades, ionized by magic, shocks enemies and machines alike when touched.
Schattenwindschlag (Shadow Wind Strike): Satoshi charges at the target while he simultaneously creates 2 wind copies of Cipher to strike the enemy at the sides or at the back. Uses 2 cartridges.
Taifunkreuzanstürme(Typhoon Cross Rush): Satoshi goes in a cross pattern in the target's path. He doesn't hit the enemy; instead, the wind he conjures up does the attacking for him.
Wind-Gewehrkugel Der Scharfschützen (Sniper's Wind Bullet)- Satoshi goes at high speed and hits the enemy at weak spots. Then, Satoshi gathers wind on Cipher's blade and shoots it out, going to the target and damaging it. Uses 3 cartridges.
Gryphus Wing: Satoshi's ultimate melee attack, he throws two Rush Sabers and instantly combines them with another one. The combined Rush Sabers increase Cipher's attack range to many times its normal size, letting Satoshi attack targets out of range. Uses 6 cartridges.
Pyro Kette (Pyro Chain): Satoshi makes a chain-whip made out of fire that increases his attack range. He can also use it to burn objects for a distraction or for a good sneak attack. Uses 2 cartridges.
Flare Bullet: Satoshi shoots a small sphere made out of fire that can seriously injure a target. It is also used as either a distraction or to blow up explosive objects.
Blaze Jet: A variation of Chrono's Blaze Cannon, this spell lets Satoshi fire off a stronger stream of fire at the cost of more magical energy and less time to use it. Uses 2 cartridges.
Infernoschlag (Inferno Strike): Another AoE spell, Satoshi makes a circle-shaped firestorm at high speeds, then strikes whatever targets were in it in random directions.
Pyro Rush: Satoshi hits the enemy head on with Cipher's blade, covered in flames, before going for a final charge.
Plasma Cannon: Satoshi fires 3 quick lighting arrows that move fast, but are unguided. Uses 2 cartridges.
-Plasma Cannon Bombardment Shift: Satoshi now shoots 27 smaller lighting bolts that go extremely fast, but are still unguided. Uses 3 cartridges.
Electrosphere: Another AoE spell, Satoshi makes a circle of electricity around targets, shocking or stunning them inside. Uses 3 cartridges.
Ice Blast: With Pixy, Satoshi shoots ice shards that go everywhere in the direction he pointed. Used fast enough, it can also be a offensive barrier. Uses 5 cartridges.
Ice Age:Satoshi makes a circular barrier of ice around him, then shatters it, creating ice shards in every direction.
Cold Edge: Pixy's blade becomes icy, and can freeze enemies when slashed.
Defensive:
Variable Shield: Satoshi makes a shield that can increase or decrease its size to either defend a small point or a wide area. The shield's strength depends on the area; i.e. a wide shield can be easily penetrated while a extremely small shield is almost impossible to break.
Phalanx Wall: Satoshi makes circular shields that form in 3 lines and cover a moderate area. When one is broken, an existing shield will take its place. It can only protect in one direction, though.
Advent Shield: Using electomagnetic pulses from Cipher, the Barrier Jacket, and himself, he can form a rectangular shield that can be put in any direction and is hard to penetrate. He can only make 4 total, and they cannot interlock with each other, making some open spots. Uses 1 cartridge for every shield made.
Air Dome: Satoshi makes a dome to protect from air-based or air-launched attacks. The dome is weaker on the sides than the top.
Windsperre (Wind Barrier): Satoshi makes a barrier of wind to protect himself from attacks. He is able to move the barrier and it provides moderate protection.
Wind Stop: Satoshi can stop projectiles from hitting him by manipulating the air around him. He could only stop moderate-sized projectiles at best, though.
Sturmgeist (Storm Spirit): Similar to Panzergeist, Satoshi makes an defensive aura of bluish electricity. Uses 1 cartridge.
Focal Break: Satoshi makes afterimages to purposely trick the enemy or to defend himself and others by illusion.
Feuerwand (Fire Wall): A simple defensive spell, Satoshi simply makes a thick wall of fire for defense.
Plate Jacket Purge: In Defender Form, Satoshi ejects armored parts of his Barrier Jacket to counteract an attack, similar to Reactor Purge.
Jacket Eject: In Cross Form, Satoshi "ejects" from and blows up the trenchcoat he wears. It can disrupt binding spells easily, but he needs a short time to make a new one.
Bind Shatter: An improved form of Bind Break, Satoshi can also break binds and prison spells for others at the cost of extending the time to break his own binds.
Binds:
Gauss Bind: An extremely powerful bind that can immobilize several targets instantly and prevents them from using magic. It takes some time to cast, though.
Gale Bind: A bind of wind that goes in a circular motion to immobilize a target. Satoshi can also cut through the target by controlling the speed of the wind.
Schattenbindung (Shadow Bind): Satoshi has the ability to bind targets with shadows. The strength of the bind depends on how much shadow the target is making.
Trivia:
-He claims to have no musical talent whatsoever; he even jokes about himself being "musically and instrumentally challenged".
-Satoshi is proficient with bokken, and he and Signum have dueled each other multiple times with these. So far, the overall record has been a draw.
-He is a fan of anime, but is shy at cosplaying characters, and would try and do anything to get away. He ends up doing it anyway, to his own disbelief, by a certain someone....
-He sneaks into LPRF 6 headquarters from time to time, some with success, and others without.
-He also goes into the Infinitum Library from time to time.
-He has a habit of spinning pens when bored.
-Off-duty, Satoshi likes to wear a white shirt, jeans, white sneakers, and an olive green jacket.
-Satoshi doesn't really care about what he eats, although he does eat healthy and avoids spicy foods. Unfortunately, he isn't a good cook, and he has to pay for a lot of his food as a result.
-He has met Yunno only about 4 times or so; with 3 of them being in the Infinitum Library, one where he actually met him with everyone else.
-He travels around the city a lot, and knows where places are and the fastest route to reach it.

And it looks like Sato-kun burns up even more cartirdges than Nanoha does on a daily basis. And you've got the ten-second Accel-Faiz movement as well! Are you sure you don't want to add a Breaker spell for him as well? He's quite a powerhouse, I must say. Good work!
The question is whether there's some minimal magic capacity required to cast high-level spells at all. If it's the case putting a limiter on will prevent their usage. Otherwise only spells' effect is weakened.

I imagine that Knight Shamal has already informed you of the events that have transpired, but if she had not, please make sure to read this message.
As I had stated in my previous report, I have went to gain direct contact with the subjects #47C6 Threshold and #47C7 Pain. Working together with Knight Shamal, we have found a pattern relating to thier appearences, having commonality with past large-scale battles and Lost Logia incidents.
Using this information, we have intercepted them above the sea between Reztoria and Gazaria in the 18th non-administrated world. As you may know, this was the stage of the Battle of Tides thirty years ago. Just about as soon as we found them, Threshold casted her spell limiting our abilities. While Libra and I fought, Knight Shamal scanned them. Communication with the two seemed useless as they don't seem to want to talk much other than their pain. Although we were soundly defeated in that battle, Knight Shamal has managed to get some interesting information.
First was the nature of their Linker Core. Knight Shamal detected some abnormalities with their Linker Cores. Whenever we casted spells around them, their Linker Core seems to have reacted to them. Knight Shamal suspects that this is what is causing them their pain. If their Linker Cores are reacting to our magic, it would explain why it is difficult to approach them without them noticing. Also, if this is true, the scythe's "curse" may have been nothing but a superstition.
Knight Shamal also suspects that they might be using Ancient Belka magic, although she was unable to confirm it. Of course, due to the similarities of the two types, it can be difficult to tell. Pain's scythe is of Ancient Belkan origin, so it's possible she managed to learn the magic from it, and from there the magic may have been taught to Threshold. However, information on Ancient Belkan magic is rather lacking so perhaps you can get more insight into this.
Now, the most important thing we've learned is that there's a high possibility based on patterns so far that #47C6 Threshold and #47C7 Pain will appear in Uminari city in the island nation Japan of the 97th non-administrated world at 31/12/0072 or on the eve of the new year. I don't believe we can allow a repeat of the last time the two has appeared near a populated area. Forces must be mobilized in order to protect the people there. Failure to manage this situation will result in a disaster.

Style: Takeru is a long-range bombardment-class knight. He excels the most in precision sniping and often employs “hit-and-run” tactics that leave his targets bewildered and unaware of what hits them until it’s too late.
BACKGROUND
Takeru lives alone with his little sister Yumemi at the outskirt of the city Kota Kinabalu in Malaysia. He makes livelihood by selling homemade handicrafts and selling it at local central markets; he uses the money for his sister’s long-range education since they’re too poor to afford local schooling. Despite this, he never complains of his poverty and states that he sees it as a challenge for him to improve his life.
His life changes when he stumbles across a woman in armoured clad lying on the road leading to his home unconscious. Worried that she will be exposed to danger if left outside, he brings her home and treats her with the help of Hikari. He wonders of who the woman is or what she’s doing at his hometown.
Later that night, while attending his sister to sleep, Takeru overhears a German conversation coming from the room the woman is at. He approaches the room and sees the woman conversing with an assault rifle; thinking that the woman is a terrorist he calls the police but is immediately apprehended before he can make any call. Too frightened to fight back, Takeru can only ask the woman of what she was doing; she introduces herself as Frieda Johansson, member of the Knightly Order of the Holy Belkan Empire and she is stranded on Earth after a battle with a Visalian warrior that left her injured. She explains that she tries to communicate with Silberkugel, her Armed Device that gets Takeru misidentifies her as terrorist but the Device isn’t responding. She is worried whether Silberkugel has broken down since it is her best friend since she became a Belkan Knight. Takeru asks if he can take a look on Silberkugel. He approaches the damaged Device and examines it carefully; he is awed by the technological degree unknown to him and wonders if he can use it.
Takeru’s home is suddenly attacked by a group of aggressors Frieda identifies as Visalian warriors. Still injured from the previous battle she is unable to transform into a Knight but ignores the condition and protects the siblings from harmed by the aggressors. As the battle intensifies, Takeru suddenly hears Silberkugel’s voice inside of his head, asking him to activate it. Baffled because he mysteriously understands the Device’s German speech, he takes no chance of letting the aggressors destroying his home and calls out the Armed Device’s name.
“Come forth, Little Buster!”
In a transformation that surprises not only Frieda but also the warriors, Takeru becomes a Belkan Knight and uses Silberkugel, now renamed Little Buster, and uses his newfound ability to drive the aggressors out of his home. As the battle ends, Frieda asks Takeru how he can easily gain trust of Silberkugel when she has difficulties doing the same for seven years; Takeru simply states that the Armed Device asked him to call out its name and he just did what it asked.
Frieda later discovers that Takeru is gifted with the ability to use old and new Belkan magic, but is unaware of his talent for almost his entire life. She foresees his future as a Belkan Knight and asks him if he wants to become her apprentice. At first Takeru is reluctant to leave his current job and worried of her sister, but the woman assures him she will take full responsibility over their custody. The boy agrees but with a condition that he must be permitted to see his sister in monthly basis.
Takeru completes his training with Frieda and her fellow Belkan Knights after a year, but instead of joining them he becomes a bounty hunter, the job that later takes him travelling around the world. He entrusts his sister to Frieda and promises to return home with enough money so that he and Yumemi can go back to their real hometown in Japan. The truth is he wants to find the person responsible for ordering the Visalian warriors to attack his home and hurt Frieda; he also wants to learn the truth of his parents who disappeared after Yumemi was born.
POWERS
Sturmform: the default mode of Little Buster. It bears resemblances to the AK-101 assault rifle series. Translated as “Assault Form”.
Scharfschütze-Form: translated as “Sniper Form”, Little Buster transforms into a sniper rifle for long-range bombardment attack. It comes with viewfinder and uses specialized .300-calibre magic cartridges, and shares the characteristic of the M24 Sniper Weapon System (SWS).
Panzer Faust: Takeru uses all cartridges and transforms Little Buster into a high-powered anti-material rifle, which appearance is similar to the South African Denel NTW-20 anti-materiel rifle.
Nachladen: this is not an attack, but refers to Little Buster’s procedure of reloading cartridges.
Explosion: also not an attack; Little Buster says this when using cartridges, analogous to the English-speaking devices’ “Load Cartridge”.
Wahrnehmung: also not an attack, but refers to the ability to increase field of vision, therefore improving line of sight. This ability, translated as Perception, is most often used with Little Buster in Sniper form.
DEFENSIVE ABILITIES
Knight Armour: a blood red Templar-style dress with black frills and yellow armbands, a pair of goggles with bullet decorations on straps, and jet black boots. This suit is not just the flashy costume, but also refers to an invisible defensive field generated by the costume, reducing or eliminating any serious injury from events such as an impact with a building.
Triangle Shield: blocks all magical or physical attacks coming from one direction with a triangular barrier, much like Fate’s or Nanoha’s Round Shield.
Verbegen: this ability is often used with Sniper Form for camouflage to conceal the caster from visual contact, therefore protecting the caster from being seen by target. It is translated as “Conceal”.
Vermeidung: translated as “Evasion”, this ability increases the caster’s evasion and can dodge any oncoming attacks.
OFFENSIVE ABILITIES
Sturmform (Assault Form)
Blitzkrieg: Takeru’s first attack, it uses one cartridge to shoot up to 30 energy bullets at target. It is similar in function to standard assault rifle, except that this ability uses only one cartridge instead of an entire magazine clip.
Kugel-Regen: a variation of Blitzkrieg where the energy bullets are targeted into certain parameter, therefore pinning down anyone caught in the middle of the bombardment. Translated as “Bullet Rain”.
Scharfschütze-Form (Sniper Form)
Bruch-Kugel: the most often used ability in Sniper form, Bruch-Kugel (translated as “Breach Bullet”) functions to destroy a target’s barrier magic and expose it to follow-up attack, usually another Bruch-Kugel or other attacks. As in any sniper rifle, it must be manually reloaded.
Panzer Faust
Silberfalke: Takeru’s final attack, in the same area of strength as Nanoha’s Starlight Breaker, Fate’s Plasma Zanber and Hayate’s Ragnarok. Translated as “Silver Falcon”, it is accessible only in Panzer Faust Form.

I like the story of how he got his powers. One thing that makes me wonder, though, is how Frieda allowed Takeru to become a bounty hunter, after he has finally become a Belkan Knight. Wouldnt that be dishonorable in the eyes of a Belkan Knight? I wonder what Signum would say about this.

Serge could probably take them on, especially considering their determination to inflict magical damage. Going alone would still be risky though, and it's unlikely he'd get involved unless directly ordered from above on top of that.
BTW how do limiters work with high-level abilities like time manipulation or messing with someone's existance (didn't expect anyone to go that far )? Do they prevent their usage completely or gimp them in some way?
Like I said, MOST of the characters. But of course, they'll prove to be dangerous to everyone wether we like it or not. I can name a few OC's aside from Serge that will have a very good chance against those two right now but I guess I shouldn't.
About your second question, I guess it only applies to the basic concepts of the mage's magic in Nanohaverse. I don't think they'll work with the more distinct attributes introduced here like the Kha's divine prowess, Hikki's Chronograph or Mabiko's Nova Charger.
