using explosives is great when the target is someone who very clearly has it coming (see, Imad murniya, the Munich massacre planers, etc). in those cases, you WANT to make a show of it. but if the target is a civilian who just happens to work for the wrong guy, the rules change. killing civilians is generally bad press. there is no shortage of "natural" ways in which people can find their deaths (car crushes, heart attacks, people just disappearing, etc). choosing a method like explosives makes it clear that it was murder. and that the killer knew what they were doing (I.e, it wasn't a robbery gone bad)

No, its more like someone paid that afghan police officer more money than NATO or the afghan government. Almost every valley has its own war lord, you can have good relations with a war lord in the valley where you are stationed, and 50km away you are facing a war lord who is hostile to you (maybe covered - maybe because you destroyed his precious poppies). Anyway, what I wanted to say is, that Afghanistan is split into myriads of factions. So, to speak of a unified afghan will/message is a naiv assumption at best.
