Those three characters are Bismark, Marianne and Charles. That appears to be an announcement for "Code Geass: Lelouch of the Rebellion R2 - Knight of Rounds". Haven't taken a look in too much detail, but I think it's a light novel with illustrations though, not an OVA, so don't get your hopes up.
